No. Ash encounters some Pokémon officially classified as Legendary, but the available examples do not establish that he meets every Legendary Pokémon. “Meet” can mean anything from seeing one to battling it, contacting it in a dream, or forming an ongoing bond—and those are different kinds of encounter.
What counts as meeting a Legendary Pokémon?
This answer focuses on Ash’s main television-series journey. It does not claim to audit every theatrical film, special, cameo, or alternate-timeline story, so there is no reliable total here. Episode titles are included because international season and episode numbering can differ from Japanese broadcast order.
For clarity, an encounter may be a sighting, direct interaction, battle, dream or vision, or relationship. None of these by itself means Ash caught or owned the Pokémon. The franchise also distinguishes Legendary Pokémon from Mythical Pokémon; casual conversation sometimes groups both under “legendary,” but the categories should not be conflated.

He battles Brandon’s three Legendary titans
In the Battle Frontier story, Ash faces Regirock, Registeel, and Regice in battles against Brandon. The Pokémon Company’s recap identifies the relevant episodes as “Battling the Enemy Within!”, “Overjoyed!”, and “Pace – The Final Frontier!” The recap supports describing these as battles—not captures.

He has dream contact with the Lake Guardians
“The Needs of the Three!” describes Ash, Brock, and Dawn hearing Azelf, Mesprit, and Uxie call for help in a shared dream. That is dream contact, not evidence of an ordinary face-to-face meeting. The official episode synopsis establishes the distinction.
He encounters Kyogre during a fishing trip
In “The One That Didn’t Get Away!”, Ash and Lana encounter Kyogre while fishing. The episode listing identifies a 2019 release and centers on the rescue and Lana’s interaction with Kyogre; it does not support saying Ash caught or owned it. Apple TV’s episode listing provides the description.

His encounter with Celebi involves time travel—but Celebi is Mythical
In “A Timeless Encounter!”, Ash and his Pokémon startle Celebi, which travels back in time with Ash and Torracat. The official synopsis calls Celebi a Mythical Pokémon, not a Legendary one. The episode page describes the encounter. It is relevant when people use “legendary” loosely, but it should not be counted as a formal Legendary example.
Solgaleo is an association, not a Poké Ball capture
Ash’s bond with Solgaleo is another case where relationship and ownership need separating: the character reference distinguishes his association with Solgaleo from an official Poké Ball capture. The character entry provides that distinction.

Why these examples cannot prove “all”
Legendary Pokémon span generations, while Ash’s animated journey covers many stories and formats. A community-edited generation index and a separate series index provide useful orientation, but neither is a verified ledger of every encounter across television episodes, films, specials, dreams, cameos, and continuity variants. The series index also distinguishes Ash’s journey through Galar from Pokémon Horizons, whose central characters are Liko and Roy.

Without a fully checked encounter-by-encounter accounting across those formats, a definitive count—or an exhaustive short list—would overstate what the examples show. The sound conclusion is narrower: Ash meets or encounters some Legendary Pokémon, in several different senses of “meet,” but the evidence here does not show that he meets every one.
