That is a comparison of the episode’s premise, not evidence that Black Mirror influenced its production. Spoilers follow.
What is the Doctor Who episode with the simulation twist?
It is “Extremis,” written by Steven Moffat and first broadcast on 20 May 2017. The official Doctor Who episode guide lists it as Series 10, Episode 6 and centers its mystery on the Veritas, a text whose readers have been found dead.
What happens in “Extremis”?
The story begins with the Pope asking the Doctor to read the Veritas, while the mystery leads toward a forbidden library in the Vatican. The episode’s official synopsis puts the danger plainly: “Everyone who has ever read the Veritas has been found dead.” The Doctor investigates what the text contains and why its readers meet that fate.
Spoilers: What is the surprise?
The main events the audience has been watching take place inside a computer simulation. The Doctor, Bill, and Nardole are part of that simulated world, as contemporary accounts from The Guardian and Doctor Who TV describe.

How the reveal changes the story
The twist reframes the investigation: clues and apparent dangers belong to a constructed environment rather than an ordinary sequence of events in the Doctor’s world. It changes the audience’s understanding of what they have been watching, but it does not make the characters’ choices or their emotional consequences automatically meaningless. The reveal is also part of a larger story: “Extremis” opens the Monks arc, so the simulation is a starting point for the episode’s continuing conflict, not a complete explanation of everything beyond it.
It is useful to keep the frame distinct from the simulated events. The episode’s reveal concerns the main events being shown; it should not be expanded into a claim that everything in the episode, or reality outside the fictional story, is simulated.

Is “Extremis” Doctor Who’s Black Mirror episode?
Only as a loose comparison. Both the phrase and the episode invite discussion of speculative technology and a reality-altering reveal, but the available episode and contemporary coverage establish no direct production influence from Black Mirror. “Black Mirror-style” describes how the twist may strike a viewer; it is not an official label for the episode.
