AP reported Kremlin spokesman Dmitry Peskov’s explanation that countries exchanged equipment during the pandemic and that testers came from America. Peskov said: “There were no secret shipments. The pandemic was starting back then.” The AP also reported his explanation: “Many countries were exchanging equipment. We sent ventilators. Testers came from America.” The Guardian separately reported that the Kremlin confirmed Trump sent tests to Putin when tests were scarce. The Guardian’s October 10, 2024 report supplies that confirmation. These remarks add context, but they do not establish the particular shipment’s date, route, funding, or exact equipment details.

The AP noted that the U.S. administration sent ventilators and other equipment to several countries, including Russia, in May 2020. That is context for broader public pandemic assistance, not proof that the testing machines described in War were part of that May aid or were shipped on the same date or route.
The most careful distinction is between the specific reported shipment to Putin and wider government-to-government equipment assistance. The available accounts do not specify the machines’ number or model, who paid for them, how they were transported, or who provided Woodward’s underlying information. They also do not establish a numerical measure of a U.S. testing shortage. “During a shortage” is therefore a framing of the period in the headline, not a quantified comparison supported by these reports.
