The official evidence shows a designer who expected Clefairy to represent cute Pokémon, a Pikachu that outperformed that expectation, and an anime that then made Pikachu Ash’s partner. The “original mascot” and “replacement” framing is a popular retelling that the official sources do not establish.
What the official creator profile actually says
The most direct primary source is The Pokémon Company International’s creator profile, “Creator Profile: The Creators of Pikachu,” which interviews Ken Sugimori, Atsuko Nishida and Koji Nishino. In it, Sugimori, the Pokémon artist, describes his design work on Clefairy. The passage is worth quoting in full because its scope is narrow:
“I thought the Clefairy I designed would be the representative of cute Pokémon, but it was completely outdone by Pikachu.”
Three things follow from that wording. Sugimori was expressing an expectation about how a character would represent a type of Pokémon, the cute ones. He was describing a comparison of appeal, with Pikachu coming out ahead. And he was speaking about his own design, not reporting a corporate decision. The profile also connects Pikachu’s popularity with its selection as Ash’s partner Pokémon in the TV anime. That link is stated as a consequence of Pikachu’s appeal, not as a separate marketing plan.

Why “original mascot” overstates the evidence
The popular version of this story treats Clefairy as the franchise’s chosen mascot, later displaced by Pikachu in a deliberate handover. None of the official material examined supports that sequence. There is no document in the creator profile or the company’s history that names Clefairy as a franchise mascot, sets out a selection process, or records a decision to replace it.
That leaves a more modest and more accurate description. Clefairy was a character Sugimori hoped would stand for cute Pokémon. Pikachu was the character that audiences and the creative team responded to more strongly. Pikachu’s later prominence came from that appeal and from the anime, rather than from a formal swap of one mascot for another.

The timeline that made Pikachu the face of the franchise
The Pokémon Company’s official history gives the dates that matter. Read them as separate launches in separate markets, because the franchise did not arrive everywhere at once.

The gap between the Japanese games and the Japanese anime matters for this question. Pikachu was already part of the games before the anime existed, but the anime gave it a continuing on-screen role and the partner position with Ash. The official profile links that role to Pikachu’s popularity, which is why the anime and the character’s appeal should be read as reinforcing each other rather than as one causing the other in a simple chain.

What is and is not established
- Established: Sugimori expected his Clefairy design to represent cute Pokémon, and he said Pikachu outdid it, according to the official creator profile.
- Established: The official profile connects Pikachu’s popularity with its role as Ash’s anime partner.
- Established: The Japanese games launched in February 1996, the Japanese anime in April 1997, and the U.S. anime and Red and Blue games in September 1998, according to The Pokémon Company’s history.
- Not established: That Clefairy was officially named Pokémon’s first or original mascot.
- Not established: That any corporate body decided to replace Clefairy with Pikachu.
- Not established: Any survey, sales figure or audience statistic comparing the two characters. The official sources located do not provide one, so none should be cited.
How to read the claim when you meet it
When a article says Pikachu “replaced” an original mascot, check which of two claims it is making. The first is about intent: that the creators picked one character as the face of the franchise and later switched. The second is about outcome: that Pikachu became the franchise’s most recognised character. The official evidence supports the second claim in its general form. It does not support the first in the form most retellings give it. Sugimori’s remark is a design-level expectation, and the company’s history gives dates, not a mascot decision.
The useful question, then, is not which character was officially in charge but why Pikachu drew more attention than its designer anticipated. The creator profile answers that in the artist’s own terms: Pikachu’s appeal was stronger than the cute-type representative Sugimori had imagined, and the anime then gave that appeal a permanent place in the story.
