Could the Plot of Netflix’s “Zero Day” Happen in Real Life?

Netflix’s Zero Day uses real cyber-risk concepts, but a vulnerability or infrastructure intrusion does not prove attackers could cause a coordinated nationwide catastrophe. Here’s what experts and U.S. agencies have said.

A serious cyberattack could disrupt real systems, but the nationwide catastrophe in Netflix’s Zero Day is not likely, according to cybersecurity expert Clint Watts, a former FBI special agent. The real risks are more specific: intrusions can disrupt services, and claims about an attack can be used to undermine public trust. Those risks do not establish that attackers could coordinate the series’ devastation or change election results.

What happens in Zero Day—and what is fictional

Netflix describes the limited series as a story in which former U.S. President George Mullen investigates a catastrophic cyberattack that kills thousands and throws the country into chaos. Disinformation, political power and uncertainty about what is true are also central to the plot. The attack and its fictional casualty count are part of the series’ premise, not a report of a real event.

Netflix’s February 20, 2025 explainer describes the show’s “zero day” attack as exploiting software while it is vulnerable and before a protective patch is available. That describes the series’ use of the term; it does not mean that every zero-day vulnerability can reach or disable critical systems.

Why a real intrusion would not automatically produce the show’s outcome

There are several separate steps between finding a vulnerability and causing a nationwide catastrophe. Evidence for one step does not prove the rest:

  1. A vulnerability exists. Software has a weakness that might be exploited.
  2. An attacker exploits it. The attacker gains access, but access alone does not establish control over everything connected to the system.
  3. The attacker reaches consequential systems. For example, an intrusion might reach operational technology (OT), which monitors or controls physical processes.
  4. The intrusion causes wider harm. The effects depend on which systems are reached and how they are connected, protected and operated.
  5. The effects spread and are coordinated. A local or sector-specific disruption is not the same as synchronized failure across the country.

Netflix’s explainer quotes Watts saying a major cyberattack is possible, but a scenario like the series is “not likely,” in part because of the substantial human coordination such devastation would require. He adds: “So, I don’t think people should stay up at night worried that their internet’s going to go out.” That is his assessment of the series-level scenario, not a claim that cyber incidents cannot disrupt services.

What documented infrastructure targeting shows

In a December 9, 2025 release, the National Security Agency said government agencies had observed pro-Russia hacktivist groups using inadequately secured VNC connections to access OT devices in critical-infrastructure systems. The NSA characterized the activity as opportunistic and warned it could cause harm, including unintended effects.

This is evidence of real targeting of infrastructure devices, not evidence of a coordinated nationwide failure on the scale depicted in Zero Day. A report of access to an OT device does not, by itself, establish that an attacker controlled a whole facility, disrupted a whole sector or caused the series’ fictional consequences.

What election-security statements do—and do not—establish

Election-related cyber risk should be separated into different questions: could an incident delay some operations, could it alter ballots or counts, and could it affect what voters believe? Government statements about one of these questions should not be treated as proof about the others.

Potential disruption is not the same as altered votes

On August 15, 2024, the FBI and CISA said ransomware affecting state or local government networks could cause localized delays during voting periods. They also described technological, physical and procedural controls, including backups, that election officials use to maintain voting and counting operations. A delay to a local service is not, by itself, evidence that votes were changed.

Findings about the 2024 election infrastructure

In a September 12, 2024 statement, the FBI and CISA said they had no information suggesting a cyberattack on U.S. election infrastructure had prevented an election, changed voter-registration information, compromised ballots, or disrupted timely counting or transmission of unofficial results. This describes what the agencies reported at that time; it is not a guarantee about future elections.

The same statement cautioned that possession of voter-registration data alone does not show that a database was compromised: such information may be publicly or legitimately available. The agencies warned that false claims of hacked voter information could be intended to sow distrust.

Findings about the 2022 federal elections

A December 18, 2023 joint statement by the Department of Justice and Department of Homeland Security, updated February 6, 2025, reported some foreign-affiliated and criminal cyber activity targeting election infrastructure in connection with the 2022 federal elections. The agencies found no evidence that it prevented people from voting, changed votes or disrupted timely tallying or transmission of election results. They explicitly said their report on infrastructure impacts did not assess efforts to sway voters or influence public opinion.

How an incident can become an information problem

A cyber incident and the story told about it are separate things. An outage, attempted intrusion or unverified allegation can attract attention even when there is no evidence that ballots were changed. False or exaggerated claims may erode confidence in election administration; that effect should not be confused with proof of vote manipulation.

This distinction matters to Zero Day, where uncertainty about what is true drives the political crisis. The FBI and CISA’s warning about false claims of compromised voter data, and the DOJ and DHS statement’s explicit limit on assessing influence efforts, show why claims about infrastructure and claims about public opinion require different evidence.

Could the government respond as it does in the series?

The series imagines a special commission to investigate the attack. Political consultant and former principal deputy White House press secretary Eric Schultz told Netflix: “I think it’s completely within reason that we could stand up a zero-day commission like we did in [Zero Day], giving it the resources it needs.” He also described the cyber threat as “real,” “dangerous” and “acute.” These are his views on the plausibility of a government response and the seriousness of cyber risk; they do not establish that the series’ attack is likely.

So, how realistic is the plot?

The show draws on real categories of risk: vulnerable software, intrusions, targeting of critical infrastructure and the potential for an incident to feed public distrust. But the cited evidence does not establish the complete chain required for the plot’s nationwide devastation. The NSA’s 2025 account describes opportunistic access to OT devices; FBI and CISA discuss possible localized delays and report no known cyberattack that compromised ballots or prevented an election in the covered 2024 statement; DOJ and DHS found no evidence of changed votes or disrupted timely tallies in the 2022 federal elections. Watts’s view, as reported by Netflix, is that a catastrophe on the show’s scale is possible but not likely.
