Choose cloud streaming when demand changes, you need to launch quickly, or you want infrastructure managed for you. Choose on-premises when local control, air-gapped operation, or sustained workloads justify buying and operating the full stack. Hybrid is useful when a specific workflow needs both—but it adds integration and operational complexity. The right answer depends on your audience, latency target, data requirements, workload, and ability to run infrastructure.
What “cloud” and “on-premises” mean for streaming
Streaming has several stages: ingest brings a live feed into the system; origin or processing may package, transcode, or otherwise prepare it; delivery sends it to viewers. Those stages do not have to run in one place. A managed cloud service, media software installed on a cloud virtual machine, servers in your own facility, and a hybrid arrangement are distinct deployment choices.
- Managed cloud: A provider operates some or all of the underlying service. This can reduce infrastructure work, but the degree of control and responsibility depends on the service and configuration.
- Self-managed cloud: You rent cloud infrastructure but operate the operating system, media software, and application configuration. Elastic capacity may be available, but your team still handles engineering and operations.
- On-premises: Your organization owns or directly operates the hardware and software stack, typically in its own facility. This can support local control or air-gapped operation, but also makes your team responsible for maintenance and resilience.
- Hybrid: Some processing or data stays local while cloud services, edge capacity, or a CDN support other parts of the workflow.
These describe where and how a system is operated, not necessarily which media software it uses. Wowza says its server software can run “on-premises, at the edge, in the cloud, or in fully air-gapped environments”; that is a vendor capability statement, not a guarantee that every deployment has the same properties. Cloud vs. on-premises vs. hybrid: the practical trade-offs
This is a qualitative comparison, not a universal cost or performance ranking. Workload, geography, network design, provider terms, and operational maturity can change the result.

Wowza’s comparison characterizes on-premises costs as more predictable for stable long-term workloads, while noting procurement time and operational overhead. Treat that as qualitative vendor guidance, not an independent cost study. How to choose a deployment for your workload
Choose managed cloud for variable demand and faster startup
Managed cloud is a strong candidate when launch speed, changing capacity needs, and less infrastructure administration matter more than fine-grained control. Before committing, model usage-based charges and confirm what the provider manages versus what your team must configure and monitor.
Choose self-managed cloud when you need cloud capacity and stack control
A cloud virtual machine can provide rented infrastructure without making the media software a managed service. This fits teams that want control over the operating system, middleware, and application configuration and have the staff to patch, secure, scale, and recover the service.

Choose on-premises for local control or sustained, planned workloads
On-premises is worth considering when local placement, air-gapped operation, or a consistently high workload justifies procurement and in-house operations. Budget beyond the server: include facilities, power, network capacity, storage, software, redundancy, maintenance, and skilled staff. A local server alone does not solve delivery to viewers spread across regions.

Choose hybrid only when the split solves a real requirement
Hybrid can keep processing or selected data close to a source while using cloud or CDN resources for audience reach, peak capacity, or analytics. It makes sense when that separation has a concrete benefit; it is not automatically a low-risk middle ground. Integrating and operating multiple environments can be more demanding than running one.
Plan ingest, processing, and delivery separately
Capacity at the origin is only part of a live-streaming design. For a feed crossing an unmanaged network, AWS recommends considering reliable ingest protocols such as SRT, RIST, RTP-FEC, Zixi, or RTMP. For distribution beyond a handful of viewers, AWS recommends using a CDN rather than relying on an origin server alone. Protocol choice should match the encoder, network conditions, and receiving service.

Latency is an end-to-end property: capture and encoding, network transport, processing, packaging, and playback all contribute. Processing near the source can reduce the trip to a central cloud, while edge delivery can bring capacity closer to viewers. Neither cloud nor on-premises guarantees lower latency on its own.
When the stream needs subsecond interaction
For conference-like, subsecond interaction, AWS advises considering WebRTC rather than assuming ordinary HLS or DASH delivery will be fast enough. WebRTC uses stateful connections and does not scale as effectively for one-to-many distribution, so the interactivity requirement and audience size need to be considered together.
Azure documents its own delivery architecture using Azure Front Door’s private network and distributed edge locations, with health probes and origin failover. That illustrates one provider’s approach; it does not establish that cloud delivery always has lower latency. See Azure Front Door documentation for those specific capabilities. Compare total cost, not just the server or cloud rate
There is no established apples-to-apples cost figure that makes one deployment universally cheaper. A useful estimate uses the same workload assumptions for each option and includes the costs that move with audience size, stream duration, quality, retention, and resilience.
- Cloud: Estimate compute, storage, bandwidth or egress, streaming software licensing, redundancy, and any managed-service charges. Variable usage may help when demand fluctuates, but it can also make bills less predictable.
- On-premises: Include hardware lifecycle and replacement, facilities, power, network capacity, storage, software, redundancy, maintenance, and the people needed to operate the stack.
- Hybrid: Count both environments and the added integration, monitoring, and operational work—not just the local hardware and cloud usage in isolation.
Build the estimate around stream hours, viewer concurrency, bitrate, storage retention, egress, transcoding, redundancy, staffing, and hardware lifecycle. Then test a normal period, a peak, and a failure or recovery scenario. The qualitative cost descriptions from vendors are useful prompts, not substitutes for your own workload model.

In either model, the outcome depends on controls in the actual deployment: access management, network boundaries, patching, encryption, monitoring, backups, incident response, and applicable contractual and legal requirements.

Cloud decisions also depend on the provider’s regions, configuration options, contract, and data-handling terms. With on-premises or air-gapped systems, the organization owns more of the implementation and operational burden. Hybrid can keep selected workflows or data local, but only if the boundaries and data flows are deliberately designed and maintained.
A practical decision checklist
- Is demand steady enough to plan fixed capacity, or does it change sharply over time?
- Do you need a managed service, or do you have staff to operate a self-managed stack?
- Must any processing or data remain local or work without an external network connection?
- Where are the sources and viewers, and what latency does the use case actually require?
- How will ingest reach the system reliably, and how will a CDN or edge network serve a geographically distributed audience?
- Have you compared full costs at normal and peak load, including egress, licensing, redundancy, facilities, staffing, and lifecycle?
- Does a hybrid split meet a specific requirement that is worth the extra integration and operating complexity?
