Spoilers for Alex Garland’s 2024 film Civil War. The Western Forces win the battle shown in the finale: they reach the White House and kill the president. But the film never shows whether the wider war ends, who governs next, or whether the country reunites. Its political outcome remains unresolved.
What happens at the end of Civil War?
As the Western Forces advance on the White House, journalists Lee Smith (Kirsten Dunst), Jessie Cullen (Cailee Spaeny) and Joel (Wagner Moura) move with them. Jessie tries to photograph the assault while exposed to gunfire. Lee pushes her out of danger and is killed. Jessie photographs Lee’s final moments.
The surviving journalists enter the White House with the force. Joel asks the president for a quote; the president begs for his life, and soldiers kill him. Jessie photographs the killing. The film ends on that image, without showing what follows.
Who wins—and what does the ending leave unanswered?

Why does Lee save Jessie, and why does Jessie keep photographing?
Lee has spent the journey documenting the conflict and guiding Jessie. Earlier, her distance and professional focus can look like protection; at the climax, she acts to save Jessie rather than preserve her own safety or keep shooting. The reversal gives Lee’s death its force: the photographer who has watched others suffer makes a personal choice that costs her life.
Jessie’s photographs connect the two deaths that define the ending. She records Lee’s final moments, then the president’s killing. Photography is witness: the images preserve evidence of what happened. It is also proximity to danger and a way of turning a death into an image. Jessie’s continued shooting can suggest that she is inheriting Lee’s role, but at an immediate human cost. That is an interpretation of the final actions, not a single meaning the film explicitly declares.

Why doesn’t the film explain the factions or the aftermath?
Civil War gives only a partial political map. Texas and California are among the states aligned as the Western Forces, but the film does not provide a complete chain of causes, a neat party label for the conflict, or a settlement after the White House falls. The missing aftermath is part of the ending’s design: the viewer is left with the seizure of power and its images, not an account of what replaces it.
In a British Film Institute interview, Garland said, “I don’t feel any need to add to the number of films that spell everything out.” The Associated Press reported that he did not intend the film as a direct map of present-day political polarization; the California–Texas alignment, in particular, resists a simple blue-state-versus-red-state equation. AP characterized his premise as a possibility, not a prediction. The ending can be read as a warning about political violence or democratic fragility, but neither that reading nor a forecast of real events is a plot fact.

What is Garland saying about journalism?
Garland has said he wanted to present journalists as reporters trying to hold on to an idea of journalism even when they are conflicted or compromised as individuals. The finale puts that idea under pressure. Joel still asks the president for a quote amid the assault; Jessie keeps making photographs as people die. Their work records events, but it does not make them detached from the violence or its consequences.
That tension is why the final photograph matters beyond identifying who controls the White House. It preserves a moment as evidence while making the photographer a witness—and, unavoidably, a participant in the scene being recorded.

Civil War (2024) was written and directed by Alex Garland and released by A24. Its principal cast includes Kirsten Dunst, Cailee Spaeny, Wagner Moura, Stephen McKinley Henderson and Nick Offerman. The released film is the authority for the events described here; A24’s awards screenplay can confirm sequence and dialogue, but a screenplay is not a substitute for what appears in the finished cut.
