A PerthNow report published on 17 July 2025 does not say whether the client accepted either offer or how the dispute ended.
What happened at Circles of Hair?
PerthNow reported that 25-year-old Summer Mcowan visited Circles of Hair in Perth for a cut and colour. She said she wanted to change her black-dyed hair to a dark purple shade, showed the stylist a reference photo and described her hair history. According to Mcowan, the stylist characterized the request as easy to do.
Mcowan said the first appointment lasted seven hours and that she left with bright red hair and an uneven haircut. The account is her description as reported by PerthNow; the report does not provide an independent technical assessment of the colour work or cut. PerthNow’s report also said her TikTok post about the result had more than 20,000 likes at the time of publication.
What did the salon and client say about the follow-up?
After Mcowan’s partner contacted the salon, Circles of Hair offered a complimentary appointment for the next day. Mcowan said the cut was corrected as far as possible without turning it into a bob and that brown colour was applied over her hair. She said she remained unhappy and felt unsupported and embarrassed.

The salon’s account differed on the closing conversation: it told PerthNow that Mcowan did not tell staff she was still unhappy at the end of the second service. The report gives both accounts but does not independently resolve what was said.
Why did the accounts of her hair history differ?
A salon employee told PerthNow that Mcowan had used black box dye and lightened her hair at home. Mcowan insisted that the black dye had been applied at a salon. Circles of Hair also said staff had explained that a transformation of this kind could require several appointments. The report does not independently establish which account of the prior dye and lightening history is correct.

Did Circles of Hair refund or fix the client’s hair?
A Circles of Hair employee told PerthNow the salon would offer Mcowan a full refund or continue working with her on the colour transformation. The employee said: “We are very sorry to learn that Summer is unhappy with the service we provided, and as is our policy, will offer her a full refund or to work with her to continue the colour transformation.”
The report does not say whether Mcowan accepted either option, whether a refund was completed, or whether further colour work took place. It therefore establishes an offer, not a final resolution.

What can be established from the report?
- The requested result was dark purple hair from hair Mcowan described as black-dyed; she said the first result was bright red and the haircut uneven.
- A complimentary follow-up appointment took place the next day, but the client and salon gave different accounts of whether she communicated that she was still dissatisfied at the end.
- The client and salon also gave conflicting accounts of the black dye and whether the hair had been lightened at home.
- The salon offered a refund or continued colour work, but the eventual outcome is not reported.
