After a report that a possible ban was among proposed tariff countermeasures, China’s film regulator said it would “moderately reduce” U.S. film imports. The sources available here do not establish what happened to that policy after April 2025, so the announcement should not be treated as a confirmed current restriction.
How a possible ban became an announced reduction
April 8, 2025: a reported proposal
TheWrap reported on April 8, 2025, that a list of possible Chinese countermeasures to U.S. tariffs had circulated in social-media posts by Ren Yi, described as the grandson of former Guangdong party chief Ren Zhongyi, and Liu Hong, a senior Xinhua News Agency editor. The reported list included a possible ban on American-produced films. TheWrap also reported that two studio distribution-office insiders said their contacts at the China Film Board had received no changed guidance at that point. The report documented a proposal and industry response, not an adopted ban.
April 10, 2025: the regulator’s wording
In response to a question about U.S. tariffs and American films, China’s National Film Administration said it would follow market principles, respect audience choice, and moderately reduce U.S. film imports. It also said China would continue bringing in films from more countries. The agency’s Chinese-language statement said: “我们将遵循市场规律，尊重观众选择，适度减少美国影片进口数量。” The South China Morning Post’s English rendering translates this as: “We will adhere to market principles, respect audience choices and moderately reduce the import volume of American films.”
That is a stated reduction, not a total prohibition. The statement said tariffs would likely reduce Chinese audiences’ favorability toward U.S. films, but it did not cite a survey or quantify audience sentiment. Its expectation should not be mistaken for a measured finding.

What was at stake for Hollywood and Chinese cinemas
American films still represented a notable share of China’s foreign releases in 2024, though their market position had weakened from earlier peaks. In an April 9, 2025 analysis, market researcher Omdia reported that 42 U.S. films were released in China in 2024, among 92 foreign-film releases. These are Omdia’s figures, not an official government count.
Omdia estimated net revenue flows to U.S. distributors from China at about $300 million in 2024, compared with a reported peak of $835 million in 2017. These are estimates after exhibitors’ share, not box-office gross. Omdia also put the U.S. movie trade surplus with China at more than $3 billion gross over 2017–2019 and $1.2 billion gross in 2024. The different periods and gross-versus-net measures matter: the figures describe meaningful commercial exposure, not a direct prediction of what a ban would cost.

Omdia and contemporaneous trade coverage described the diminished recent box-office position of many U.S. releases. That does not establish that Chinese audiences respond uniformly to Hollywood films. Omdia also argued that a blanket ban could hurt studios and cinemas: distributors would lose access to revenue, while theaters would have fewer films in a market where they need a steady supply of titles. That is industry analysis, not a rationale stated by the Chinese regulator.

The April 2025 sequence supports a narrow conclusion: a possible ban was reported as part of proposed tariff retaliation, then the regulator publicly described a moderate reduction in imports. The sources cited here do not establish whether that reduction continued, changed, or was superseded after April 2025. They therefore cannot confirm the policy’s status as of October 8, 2026, or support saying that a ban took effect.

“America’s greatest export” and “middling blockbusters” are judgments in the original headline, not findings established by these policy and market sources. The concrete story is the gap between an alarming reported possibility and the regulator’s more limited public language—and the uncertainty about what followed.
