Yes. YouTube may treat a 24/7 stream of public speeches as reused content if it mainly republishes recordings from elsewhere without significant original commentary, substantive modification, or educational or entertainment value. The fact that a speech was delivered in public—or that it is politically important—does not by itself make the stream eligible for monetization or give the channel permission to retransmit it. YouTube’s monetization review and Indian copyright law are separate tests.
What YouTube means by reused content
YouTube defines reused content as material repurposed from YouTube or another online source without significant original commentary, substantive modifications, or educational or entertainment value. Its channel monetization policies apply to live streams as well as Shorts and long-form videos.
The key question is not whether the speech matters or whether viewers can already find it online. It is whether the channel makes a substantial, discernible contribution to the material and viewing experience. YouTube gives critical reviews, reactions with commentary, edited footage arranged into a story with commentary, and substantive editing that makes reused footage unique to the channel as examples of potentially acceptable contributions. By contrast, simply copying material without substantive modification, or presenting readings of material from other sources, is among its examples of content that may not qualify.
This is a qualitative policy, not a published formula. YouTube does not specify a minimum number of minutes of commentary, edits, or original footage that guarantees approval.

How the rule applies to a continuous speech stream
A channel that continuously loops or aggregates full speeches, with little beyond a logo, ticker, static opening card, or schedule, has meaningful reused-content risk. Those additions may identify the channel, but they do not necessarily add substantial commentary, change the material, or provide educational value. This is an application of YouTube’s stated examples, not a claim that YouTube has ruled on every version of this hypothetical format.
A stronger editorial format makes the channel’s work apparent in the program itself. For example, it might explain who is speaking and when, supply historical or political context, compare arguments across speeches, annotate claims, or organize excerpts around a clear educational question with original narration. The contribution should be meaningful to the viewer, not just a visual layer over an otherwise unchanged recording. No particular format guarantees monetization approval.
Streaming around the clock is not, by itself, the issue. The central risk is that the channel’s main value may appear to be access to other people’s speeches rather than the creator’s own analysis, explanation, or editorial work.

Public availability does not settle copyright ownership in India
Copyright permission is a separate question from YouTube monetization. Under section 17(cc) of India’s Copyright Act, 1957, the first owner of copyright in an address or speech delivered in public is the speaker—or, if the speaker delivered it on someone else’s behalf, that other person. Section 17(d) provides that Government is first owner of a Government work unless there is an agreement to the contrary. The Act’s definition of Government work includes work made or published under the direction or control of Government, a department, an Indian legislature, or a court or tribunal. The recording may have rights distinct from the underlying words, and it may include music, footage, or other third-party material. A public event, government affiliation, online availability, or absence of a visible copyright notice is not enough to establish permission.
Section 52(1)(a)(iii) includes fair dealing for reporting current events and current affairs, including reporting a lecture delivered in public. Its wording does not establish blanket permission to retransmit full speeches continuously as a channel format. Whether a particular use qualifies depends on its facts; this article cannot decide the legal status of an individual stream. Copyright clearance and monetization are different tests
YouTube says reused-content enforcement is separate from copyright enforcement and may apply even when the uploader has permission from the original creator. Conversely, avoiding a copyright claim does not establish that a channel meets monetization requirements. A channel therefore needs to consider both its rights to use each item and the originality of its overall programming.
YouTube’s livestream terms and conditions also require the provider to represent that it has the necessary rights to exploit the live content on Google services and to comply with applicable laws. Rights clearance is not optional merely because a stream is live or the source material is easy to access.

Compare formats by what the channel actually contributes
The table is a practical way to assess relative risk, not a prediction of a YouTube review outcome. The relevant policy remains qualitative and is applied to the channel as a whole.

Make the channel’s editorial work and rights legible
These steps reduce ambiguity for viewers and make it easier to understand what the channel has created. They are risk-reduction practices, not guaranteed approval criteria.
- Check rights for each item. Identify the rights holder for both the speech and the recording. Obtain and retain written permission or a clear licence that covers live retransmission, archiving, territories, and any embedded music or third-party footage where needed.
- Build the contribution into the program. Add substantial context, explanation, analysis, annotations, or meaningful editing. Explain the subject and the channel’s editorial purpose rather than relying on branding to distinguish the stream.
- Make programs meaningfully distinct. Organize speeches around an educational or editorial purpose and ensure titles and descriptions accurately explain what the channel contributes.
- Keep production and rights records. Retain evidence that helps show what the channel created or changed, how it participated in production, and what permissions it holds.
- Review the channel as a whole. An occasional original program may not resolve concerns if the channel’s principal viewing proposition remains continuous republication.
What a channel-level review can consider
YouTube says reviewers may look at the channel’s main theme; most-viewed and newest videos; videos responsible for the largest share of watch time; titles, thumbnails, and descriptions; and the About section. The practical implication is that a creator should not assess only one carefully edited episode. The channel’s overall body of content and how it presents its purpose matter.
The policy page notes that on July 15, 2025, YouTube renamed “repetitious content” to “inauthentic content” to clarify its rule around repetitive or mass-produced material, and said that this did not change the separate reused-content policy. The label change should not be mistaken for a change to the originality test discussed here.

Streaming infrastructure does not change the policy test
