Build vs. Buy: Choosing a Video Streaming Platform for Your Business

A practical framework for deciding whether to buy managed video infrastructure or build a more configurable workflow for your business.

For most businesses that need to add video to a product, start by evaluating a managed streaming service. It can reduce the infrastructure your team must build and operate while leaving you in control of the customer experience. Build or assemble a more configurable workflow when specific requirements—such as custom transcoding, DRM, ad insertion, or resilience—justify the engineering and operational responsibility.

The right choice depends on your workload, audience experience, access controls, failure plan, and total cost—not simply the provider’s headline rate. “Managed” also does not mean the vendor supplies your entire product: you may still own the player experience, identity, entitlements, and business logic.

What “build” and “buy” mean for a streaming platform

This is not necessarily a choice between purchasing a finished video product and writing every component yourself. It is a choice about which parts of the media workflow your business operates and which it delegates to a service.

  • Buy a managed service: use a provider’s video APIs or managed workflow for some combination of ingest, encoding, storage, packaging, delivery, and playback.
  • Build or assemble a configurable workflow: select and operate lower-level components, potentially including transcoding, packaging, CDN, and player services. This offers more control but brings more integration and operational work.
  • Use a hybrid: delegate media infrastructure while keeping ownership of the product experience, identity, access rules, analytics, and business logic.

For example, AWS describes Amazon Interactive Video Service (IVS) as a managed live-video workflow for businesses building their own interactive apps or websites. AWS contrasts it with Elemental Media Services plus CloudFront, which offer more granular choices around transcoding, packaging, resilience, personalized ad insertion, DRM, player, and CDN. When to buy a managed service

Choose managed first when video infrastructure is not your differentiator

A managed platform is worth evaluating when your business wants to ship a standard live or on-demand video feature without staffing an operation for the underlying media pipeline. Cloudflare describes Stream as an API-based service spanning upload, encoding, storage, packaging, and delivery. Its documentation describes adaptive-bitrate HLS and DASH delivery and live streaming with automatic recording. Keep the customer experience in your hands

Buying infrastructure does not require handing over the audience experience. A business can use a managed live workflow while developing its own app, website, interaction model, and product logic. This division is central to AWS’s description of IVS. AWS IVS FAQs

Check whether the service’s operating model fits

Managed services reduce the number of components your team must run, but you still need to understand what the provider handles, what your application must do, and how billing maps to actual usage. A service that fits a simple public stream may not satisfy requirements for tightly controlled member playback, specialized latency, or custom media processing.

When to build or assemble more of the workflow

Build when control is a requirement, not a preference

A lower-level or assembled workflow may be appropriate if your product requires control over components such as transcoding, packaging, player or CDN selection, resilience, personalized ad insertion, or DRM. AWS positions Elemental Media Services and CloudFront as options for more granular requirements. Be prepared to own the operational work

More control means more decisions and responsibilities. Your team must determine how the selected components connect, who monitors the workflow, how failures are detected and recovered, and how changes are tested. Include on-call and migration effort in the decision, not just the cloud-service bill.

Compare the options against your actual workload

Write down the requirements before comparing vendors. Separate live video, interactive real-time sessions, and video on demand (VOD): they can have different architectures and billing units.

Decision area Questions to answer
Workload Is the product live, interactive real-time, VOD, or a mix? What concurrency and session duration should the design support?
Latency and audience experience How much delay is acceptable? Do viewers need chat or other interaction? Which devices and player environments must work?
Operational responsibility Who handles ingest, encoding or transcoding, packaging, delivery, playback, monitoring, and recovery?
Failure behavior What happens when ingest or transcoding fails? Does your broadcaster or client need to reconnect or re-ingest? Are you responsible for redundancy?
Security and rights Is playback public or limited to authenticated users? Do you need expiring links, geographic restrictions, DRM, or other access controls?
Cost and commitments Which usage units are billed? What are your expected stored and delivered minutes, live input and output hours, participant connection hours, or chat messages? Are there provider-specific commitments?
Control and portability Which pipeline, player, CDN, and workflow choices can you change? What would migration require? Review lock-in and portability with each vendor.

Include engineering, on-call, support, and migration costs alongside provider charges. Those costs vary by organization and are not quantified by the vendor pricing examples below, so a price-per-unit comparison alone cannot establish which approach is cheaper.

How the documented vendor models differ

Cloudflare Stream: storage capacity and delivery minutes

Cloudflare’s pricing page, last updated September 8, 2026, lists storage capacity at $5 per month per 1,000 minutes of capacity and delivery at $1 per 1,000 minutes delivered. It lists ingress and encoding as free and bandwidth as included without an additional egress fee; it says live and on-demand video are billed the same way. These are the page’s published rates and terms, not a forecast for your workload. Verify current pricing and calculate expected use before purchase. The page says WebRTC delivery billing begins October 15, 2026, so check the current terms if WebRTC is relevant. Cloudflare Stream pricing

Cloudflare documents signed URLs and tokens for videos requiring protected access. Its examples include access for logged-in members, viewing limited to a time window, and geolocation restrictions. Amazon IVS: video hours, participant time, and chat messages

AWS lists IVS low-latency pricing by hours of video sent in and delivered out. Real-time pricing is based on participant connection duration, and chat pricing on messages sent and delivered. Model only the dimensions that match your use case, then verify current rates on the official pricing page before making a decision. AWS IVS FAQs and pricing information

The billing units are not directly interchangeable. Estimate your own stored and delivered minutes for Cloudflare Stream, or the applicable input/output video hours, participant connection time, and chat messages for IVS. Provider rates and terms can change; neither the units nor the published prices determine your total cost without a usage forecast and an estimate of your team’s work.

Plan reliability rather than assuming “managed” means failure-proof

Delegating infrastructure does not remove the need to understand failure behavior. AWS says IVS uses a global video CDN, but does not automatically fail over ingestion or transcoding failures. AWS recommends configuring encoders or broadcasting clients to automatically re-ingest after a broadcast failure. If your product needs continuous delivery, establish who detects a failure, what reconnect or re-ingest behavior is configured, and how you will verify recovery. AWS IVS resilience documentation

Ask each provider for the failure modes relevant to your workflow and distinguish delivery infrastructure from ingest and transcoding recovery. Put those responsibilities into the architecture and operating plan before launch.

Make protected playback part of the design

If video is for members, customers, or a limited-time audience, a video ID alone should not be your access-control plan. Decide how users authenticate, how your application grants access, whether links expire, and whether viewing should be restricted by geography. Cloudflare’s signed URL and token documentation describes these access patterns; confirm that the chosen service’s controls meet your rights and product requirements. Do not treat URL signing as a substitute for evaluating any additional rights protections your content requires. If DRM or other controls are necessary, verify the provider and workflow support them before selecting an architecture.

A practical decision process

  1. Classify the video product. Record whether it is live, interactive real-time, VOD, or a combination; estimate concurrency, session duration, and latency needs.
  2. Map responsibilities. For each candidate, identify who operates ingest, encoding, packaging, delivery, playback, monitoring, and recovery.
  3. Define security and experience requirements. Specify public or authenticated playback, any expiry or geography rules, required interaction, supported devices, and any DRM needs.
  4. Estimate usage in each provider’s units. Forecast stored and delivered minutes, input and output video hours, participant connection time, and chat messages as applicable. Use current official pricing rather than comparing unlike headline rates.
  5. Price the work around the service. Add engineering, integration, operations, on-call, support, and migration effort. Do not assume configurable components are cheaper simply because they provide more control.
  6. Test a representative workflow. Validate integration, playback, access controls, and failure recovery with a proof of concept. Vendor feature descriptions are not a substitute for checking fit in your own application.
  7. Choose the least operationally complex option that meets the requirements. Keep a more configurable build or hybrid design where a specific requirement warrants its additional ownership.
