Former Bethesda designer Bruce Nesmith later estimated that The Elder Scrolls IV: Oblivion’s Horse Armor add-on sold “in the millions.” He could not recall an exact total, so the figure is a retrospective estimate—not a precise sales count or a formal Bethesda disclosure.
What was Oblivion’s Horse Armor?
Horse Armor was downloadable content for The Elder Scrolls IV: Oblivion, not a separate game. The add-on offered two pieces of armor for players’ horses. Its modest, cosmetic scope became central to the argument over whether it was worth a separate purchase.
How many copies did it sell?
In 2024, PC Gamer quoted former Bethesda designer Bruce Nesmith recalling that the pack sold “in the millions, it had to be millions.” Nesmith said he could not remember the precise count. No exact lifetime sales total or formal sales record is established in the available reporting. PC Gamer’s October 17, 2024 report attributes the estimate to Nesmith; it should not be treated as an audited Bethesda figure.
What did Horse Armor cost at launch?
Engadget’s report published April 4, 2006, the day after the content’s reported release, listed launch prices of $2.50 on Xbox 360 and $1.99 on PC. These are historical prices, not current prices.

Engadget’s April 2006 coverage also described the add-on as two pieces of horse armor and reported Bethesda’s response to the criticism.
Why did it become controversial?
The dispute was about value: players objected to paying separately for a small cosmetic add-on. Bethesda’s vice president of PR and marketing, Pete Hines, defended the content as optional, saying, “These are optional things, not requirements, so if you don’t want to get them you don’t have to.” But optionality did not settle whether the price felt reasonable.

In a 2009 interview, Bethesda director Todd Howard said the team’s downloadable-content strategy was experimental and that it initially used Xbox theme pricing as a reference. He cited 150 Microsoft points for a theme and 200 points for Horse Armor—historical platform-era figures, not present-day currency values. Howard acknowledged that players thought the add-on cost too much. GamesRadar+’s 2009 interview records his explanation: “Even though it sold like mad, people certainly felt that was too much money and moving forward we priced it based on what we thought it was actually worth, and didn’t worry about established prices.”
How did Bethesda respond to the reaction?
The debate was visible soon after launch. An April 5, 2006 Xbox Wire post called the issue “now legendary” and noted more than 400 comments and discussion. That is evidence of substantial conversation around the add-on, not a measurement of how representative or widespread player opposition was.

Howard returned to the subject in 2019, saying, “Horse armor is not bad. I think horse armor is fine.” GameSpot reported his account that Bethesda later doubled the price as an April Fools’ joke; he said it sold well because customers understood the joke and wanted to take part. GameSpot’s June 4, 2019 coverage presents that episode as a joke, not a new standard price.

It is safer to describe Horse Armor as an early, prominent console downloadable-content controversy and a formative example in debates about paid add-ons. The reporting cited here does not establish that it was the first microtransaction, so a definitive “first” claim goes beyond what these accounts support.
