What fans voted best in the documented poll
Online World of Wrestling’s 2007 Year-End Awards says more than 3,000 fans voted. In its Best WWE Pay-Per-View category, the page records 3,123 votes. WrestleMania 23 led by a wide margin. Percentages are rounded on the page, so the vote counts are the more precise figures.

Online World of Wrestling’s 2007 results are a historical snapshot: they record that poll’s voters and category, not the preferences of all wrestling fans then or now.
Why other rankings give a different answer
WWE’s 2013 feature, “The 15 best pay-per-views ever,” places WrestleMania X-Seven (also styled WrestleMania 17) at number one. That is an editorial ranking, not a ballot. WWE’s introduction acknowledges that agreement on the best event is difficult and points to different criteria, including match quality and historical importance. Its list also includes events from other promotions, so it is not limited to WWE-branded shows.

WWE’s 2013 editorial ranking is useful as a separate critical perspective, but it should not be merged with OWW’s fan-vote results into one ranking. For example, WWE’s page describes WrestleMania III as a 12-match event and reports attendance of 93,173. That number is WWE’s reported figure on the ranking page, not an independently verified attendance count.
What WWE’s official poll does—and does not—tell us
WWE’s official poll asks, “What is your favorite stipulation-based WWE pay-per-view event?” It lists eight choices: Extreme Rules, Money in the Bank, Survivor Series, Royal Rumble, King of the Ring, Hell in a Cell, TLC: Tables, Ladders & Chairs, and Elimination Chamber. The reviewed page shows voting controls but no visible totals or winning choice. It therefore establishes that WWE posed the question, not which event won.

View WWE’s stipulation-event poll. Its scope is event type, and its visible page does not provide a result that can be ranked against the OWW award.
How to read “best WWE PPV of all time” claims
“Best” can mean the strongest full card, the event with one or more standout matches, historical significance, or simply the event format a fan enjoys most. Those measures are not interchangeable. Before treating a list as a fan consensus, check what people were asked to judge and how their votes were collected.

- Fan poll: Look for the named poll, its date, eligible choices, voter pool, and published totals. OWW’s 2007 award supplies a total and counts for its category.
- Editorial list: A publisher’s ranking can explain critical judgments, but it is not evidence of how a voting audience chose. WWE’s 2013 list belongs in this category.
- Open discussion: A question such as “In your opinion, what is the greatest WWE pay per view of all time?” invites personal picks. A discussion thread can show examples of fan opinion, but it is not a representative survey.
- Official poll without results: A poll page with choices but no published outcome cannot establish a winner.
These distinctions matter because the documented sources differ in publisher, date, eligible events, and method. The available evidence does not establish a current representative all-time vote spanning WWE’s full pay-per-view and premium-live-event history.
