Oracle Cloud Infrastructure (OCI) Always Free is the strongest documented no-cost VM option for hosting an encoder for a 24/7 birdsong YouTube stream. It offers a larger published compute allowance than Google Cloud’s eligible free VM, but it is not a promise of uninterrupted service: capacity may be unavailable in your home region, and qualifying idle instances can be reclaimed. The cloud VM comparison is based on official documentation, not hands-on testing. Published allocations do not establish uptime, encoding performance, or whether a particular stream will remain available continuously.
Why OCI is the strongest documented free VM candidate
Oracle documents up to two VM.Standard.E2.1.Micro AMD instances per tenancy, each with one-eighth of an OCPU and 1 GB of memory. Its Arm-based Ampere A1 allowance is 1,500 OCPU hours and 9,000 GB-hours monthly; for Always Free tenancies, Oracle describes that as equivalent to 2 OCPUs and 12 GB of memory. Check regional capacity before planning around it
Always Free resources must be created in the tenancy’s home region. Oracle warns that an “out of host capacity” error means the requested Always Free shape is not currently available there. Its suggested options are trying another availability domain, waiting, or upgrading. A listed allocation does not help if you cannot provision the instance when needed. Understand idle-instance reclamation
Oracle says it may reclaim idle Always Free compute based on a seven-day period. Its idle criteria include CPU utilization at the 95th percentile below 20%, network utilization below 20%, and, for A1 shapes, memory utilization below 20%. This does not mean every encoder will be reclaimed, but it means a free VM is not guaranteed permanent capacity. A low-duty-cycle workload should be monitored against the published criteria. Separate trial credit from ongoing free resources
Oracle’s account offer includes US$300 in credit for up to 30 days on eligible services; that credit is separate from Always Free services. Oracle says eligible Always Free services continue after the trial if the account is not upgraded. Its documentation also limits each person to one free trial or Always Free account and says accounts idle for 30 days or more may be treated as abandoned and become eligible for suspension or termination. Why Google Cloud’s free VM is a weaker fit
Google Cloud’s Free Tier includes one eligible e2-micro Compute Engine VM per month in specified US regions and 1 GB per month of outbound transfer from North America to eligible destinations. An active billing account is required. If use exceeds free limits on a paid billing account, standard charges may apply; Google also reserves the right to change the program with notice. A continuous encoder upload sends data for as long as it runs, so 1 GB/month is a tight limit for an always-on stream. The exact amount and any resulting charge depend on bitrate, route, and billing setup; estimate expected monthly transfer before starting rather than assuming the free allowance will cover it.

Do not mistake the Live Stream API for a free VM
Google Cloud’s managed Live Stream API is separate from its free VM tier. The pricing page states: “There is no free usage tier for the Live Stream API.” It charges based on active channel time and resolution, including when no input stream is present. Google Cloud Live Stream API pricing
Google documents a 24-hour system limit for a live stream session, after which a channel may be restarted. That makes the API a paid managed service with a session-management requirement, not a zero-cost perpetual stream option. Google Cloud Live Stream API session limit

What a DIY cloud encoder needs
OCI supplies a possible VM host, not a turnkey birdsong broadcast. You still need an encoder process configured to send to YouTube, a reliable source recording, monitoring, and a recovery plan. For a continuously playing birdsong recording, the practical experiment is to use an eligible OCI VM, send a modest audio-led stream, watch both VM and YouTube stream health, and keep a separate recording if the audio matters. These are setup considerations inferred from the published limits, not a guarantee that a particular workload will run continuously.
Configure YouTube and the encoder deliberately
YouTube supports encoder-based livestreaming. Its published guidance lists RTMP/RTMPS, H.264, and constant bitrate encoding, and recommends testing the stream and monitoring stream health. Choose a bitrate that fits the VM’s network capacity and the quality you need; YouTube may transcode the submitted stream for viewers. YouTube encoder settings and recommendations

- Use a YouTube stream key in the encoder’s destination settings and keep it private. Treat it as a credential: anyone with access may be able to broadcast to your channel.
- Test the complete path before leaving it unattended: source playback, encoder output, network transfer, and YouTube’s stream-health status.
- Monitor for encoder exits, VM unavailability, connection loss, and YouTube interruptions. A process restart plan can restore an encoder after a crash, but it cannot guarantee VM availability or prevent service-side interruptions.
- Estimate transfer from the chosen bitrate and operating time, then verify how the provider bills traffic on your account and route.
Keep the audio rights clear
YouTube’s livestream terms require compliance with its Community Guidelines and the necessary rights for both live and archived material. Use birdsong recordings you made or are authorized to use; the fact that a sound is natural does not establish rights to a particular recording. YouTube Terms of Service
Plan for the archive limit
YouTube says streams shorter than 12 hours can be automatically archived, while streams longer than 12 hours may not be captured at all. If a complete recording matters, keep a separate local or cloud archive, or schedule shorter sessions while accounting for their interruptions and restarts. Other free cloud providers: verify the current terms
The official material reviewed supports OCI and Google Cloud as relevant free-VM candidates; it does not establish that no other provider has a suitable offer. In particular, do not rely on older claims that a cloud VM is “free for a year” without checking current eligibility, duration, compute limits, and outbound-transfer charges. Compare providers on capacity, memory, monthly egress, billing exposure, region availability, reclamation rules, and recovery options—not on an uptime ranking for which comparable evidence is not established.
