Best depends on what Azure Media Services did for you. For managed interactive video inside your own app, evaluate Amazon IVS. For a configurable broadcast pipeline with packaging and DRM, consider AWS Elemental MediaLive, MediaPackage, and CloudFront. Cloudflare Stream and Mux offer managed, API-oriented workflows; Bitmovin, MediaKind, and Ravnur are worth assessing for specific migration needs. These services are not interchangeable, and none should be selected on the word “live” alone: match the replacement to your latency, DRM, delivery, migration, and operations requirements.
Why you need a replacement
Microsoft retired Azure Media Services on June 30, 2024. Microsoft said that after retirement, Media Services would stop streaming on all accounts and accounts would become read-only for approximately 90 days before automatic deletion. Its retirement guide was last updated June 18, 2024. Existing Azure Media Services accounts are therefore not a current live-streaming option.
Plan two related but distinct workstreams: replacing the live pipeline and migrating existing assets, URLs, metadata, and players. Microsoft says video files remain in Azure Storage after retirement, while account metadata, endpoints, live events, and asset metadata were subject to deletion after the read-only period. Azure Media Player also retired on June 30, 2024, so a player migration may be needed even when the video files are still available.
Microsoft’s retirement guide names Bitmovin, MediaKind, and Ravnur as partner solutions, and identifies Arcvideo and bopoda for China-region solutions. It says MediaKind and Bitmovin serve public-cloud customers, while Ravnur specializes in government customers and is available in Azure Commercial and Azure Government regions. Partner regional coverage may be narrower than Azure Media Services’ former coverage; verify the vendor’s current regions and applicable requirements before committing.

Managed interactive live video: Amazon IVS
Amazon Interactive Video Service (IVS) is intended for developers who want to add live video and interactivity to their own application or site. AWS describes its low-latency viewer delivery as usually under five seconds and potentially under three seconds; its real-time streaming can be under 300 milliseconds from host to viewer. These are AWS-published service descriptions, not independent benchmarks or guarantees: network location, ISP, and encoder settings affect observed latency.
IVS includes player and broadcast SDKs, chat, and timed metadata. Timed metadata can synchronize in-stream elements such as polls, surveys, or leaderboards. The important constraint for rights-managed programming is that AWS says IVS does not support stream content encryption or DRM. Check that limitation against licensing and distribution rules before choosing it for premium content.
Its pricing model also depends on the IVS mode: low-latency pricing uses input hours and viewer output hours, while real-time pricing uses participant connection duration. Model the expected audience and session patterns against the current AWS pricing page rather than comparing an isolated rate. IVS is infrastructure for your own viewer experience; it is not Twitch, which hosts its own audience and content platform.
Configurable broadcast and OTT: AWS Elemental
AWS documents a composed pipeline using MediaLive to encode a live source, MediaPackage to package it, and CloudFront to deliver it. The documented workflow lists CMAF, HLS, and DASH outputs, two input feeds for redundancy, MediaConnect input support, and integration with DRM technologies including Apple FairPlay, Google Widevine, and Microsoft PlayReady using AES-128 encryption.

This route is a better fit than a narrowly managed interactive product when you need control over workflow components, redundancy, packaging, CDN delivery, or DRM. The trade-off is more architecture and operational responsibility: the services are building blocks, not a turnkey equivalent with all decisions already made.
AWS estimates $69.74 per month for its example solution in US East (N. Virginia). Treat that strictly as the guide’s estimate for that example and region, not as a quote for another architecture, traffic level, or live broadcast workload. Actual cost depends on the components and usage you configure.
Managed ingest through delivery: Cloudflare Stream
Cloudflare Stream describes a managed service from live ingest through delivery. Its workflow creates a live input and stream key, accepts RTMPS or SRT, encodes multiple resolutions, and supports playback through its player or HLS/DASH-capable players. Cloudflare documents adaptive bitrate behavior and says its bitrate estimates adapt based on the video received.
Cloudflare’s pricing documentation, last updated September 8, 2026, lists storage capacity prepaid in $5 increments per month for each 1,000 minutes and delivered video at $1 per 1,000 minutes. The same documentation says ingress and encoding are free and bandwidth is included in delivered minutes. Live recordings consume stored-video minutes; a live stream with no viewers incurs no delivered minutes. These are vendor-published figures as of that update, so check current pricing and your expected recording and viewing pattern before purchase.

API-led live video: Mux
Mux’s documented workflow is to create a live stream resource, broadcast to it over RTMP, and play the result using an HLS URL. Mux supplies a unique stream key and playback ID; treat the stream key as a secret because anyone who has it can broadcast to that stream. Mux describes use cases such as online classrooms and sports or news platforms, where a product team is building the live experience into its application.
Mux’s pricing documentation separates input, storage, and delivery charges, says live streams require its Plus or Premium quality levels, and lists live support up to 1080p. It also lists 100,000 free delivery minutes each month. Verify current rates and terms before budgeting; these are separate billing dimensions from Cloudflare’s storage and delivery model and AWS’s input and output hours. A fair cost comparison requires the same resolution, stream hours, audience, retention, and recording assumptions.
Migration-focused partners: Bitmovin, MediaKind, and Ravnur
Bitmovin
Bitmovin documents RTMP, SRT, or Zixi inputs; HLS/DASH outputs; single or redundant feeds; live-to-VOD; multi-codec and multi-DRM features; SCTE-35 and ad insertion; and managed SaaS or customer-cloud deployment. Its migration guide says its tool can serve an existing back catalog from existing Azure Storage without re-encoding; that is Bitmovin’s own description of its tool, not an independently validated result.
Microsoft also lists Bitmovin as a partner. Do not rely on the former promise that automatic migration preserved non-DRM streaming URLs: Microsoft’s guide says that preservation applied only through June 30, 2025, a date that has passed. Confirm the current migration route, URL behavior, regions, and offer terms directly with Bitmovin.

MediaKind and Ravnur
Microsoft’s retirement guide says MediaKind’s migration route can continue HLS/DASH streaming with AES and DRM support, subject to regional availability. It says Ravnur can be hosted in the customer’s Azure subscription and continue HLS/DASH streaming, and identifies Ravnur for Azure Government. These make both candidates for migration discussions, but the available information does not establish their current live ingest, API, latency, or pricing relative to IVS, Cloudflare Stream, or Mux. Ask each vendor to validate the exact workflows and regions you require.
How to compare candidates before you migrate
Document your current workflow and requirements first. Then run a proof of concept against the actual audience, content rights, player, and operational needs rather than comparing product names or headline latency claims.
- Define the experience. Record whether viewers watch a one-way broadcast, interact through chat or synchronized features, or need real-time conversation. Distinguish low-latency broadcast from real-time host-to-viewer communication.
- Inventory sources and outputs. List broadcaster protocols, required output formats, adaptive-bitrate expectations, player compatibility, resolution needs, recording, and live-to-VOD requirements. Confirm every candidate supports the combination you use.
- Set security and rights requirements. Identify whether you need DRM, encryption, access controls, or geographic restrictions. IVS’s stated lack of stream content encryption and DRM rules it out for some rights-managed workflows; validate DRM implementation details with any other provider.
- Specify resilience and operations. Decide how many input feeds you need, who monitors the pipeline, who responds to failures, and which components your team is willing to operate. A component-based architecture offers control but makes those ownership decisions yours.
- Map migration objects. Track files, asset identifiers, manifests, URLs, metadata, live endpoints, and player integrations separately. Identify what remains in Azure Storage and what must be recreated or redirected in the replacement.
- Check geography and compliance. Match current service regions and any government or regulatory requirements to the actual deployment. Do not assume a partner covers every region where Azure Media Services was previously available.
- Model total cost on a common workload. Use the same input hours, resolution, viewers, delivery minutes, stored minutes, recording retention, and redundancy assumptions for each candidate. Include engineering and operations effort when comparing a managed service with a composed pipeline.
- Test failure and playback paths. Validate reconnect behavior, redundant input switching, manifests, player compatibility, recording retrieval, and access controls before changing production URLs.

Cost and migration risks to settle before signing
- Do not compare unlike bills. IVS distinguishes input/output hours or participant connection duration by mode; Cloudflare bills storage capacity and delivered minutes under its published model; Mux separates input, storage, and delivery; AWS Elemental is a component architecture with usage-dependent costs.
- Separate the catalog from the live pipeline. Microsoft’s static migration tool can serve assets from selected storage using HLS/DASH, but requires customer-provisioned compute and CDN planning, URL changes, and a player update if Azure Media Player was used. It is not itself a hosted end-to-end live service.
- Check old URLs and metadata now. A past URL-preservation window is not a current guarantee. Verify every production link, asset reference, metadata dependency, and player against the replacement plan.
- Confirm commercial details directly. Rates and capabilities can change, and regional availability may differ. Confirm current service limits, contract terms, support, and cost assumptions with the relevant vendor.
Practical recommendation
For an application-centered interactive experience, start with IVS if its lack of DRM is acceptable. For custom broadcast/OTT workflows and DRM, evaluate the AWS Elemental pipeline. For a managed service with fewer infrastructure components to operate, compare Cloudflare Stream and Mux using a workload-specific cost model. For migration continuity or Azure-hosted scenarios, talk to Bitmovin, MediaKind, or Ravnur and validate current support directly. Treat prerecorded 24/7 YouTube streaming as a separate requirement from replacing Azure Media Services’ live-media pipeline.
