Start with YouTube’s recommended bitrate for your stream’s codec, resolution and frame rate—not a guessed Azure VM limit. For H.264 at 1080p60, that is 17 Mbps; at 1080p30, 14 Mbps; and at 720p30 or 720p60, 8 Mbps. Then confirm the VM can sustain the total upload rate with headroom. A higher -b:v value will not help if the source is poor, the encoder is struggling or the connection cannot carry it.
Choose a bitrate for the actual stream
YouTube’s live-encoder recommendations vary by ingestion codec, output resolution and frame rate. These are recommended live-stream bitrates, not upload-video settings. The figures below are YouTube Help’s published recommendations, accessed October 3, 2026; they are guidance, not a measurement of your Azure VM or stream.

These values are bitrate recommendations, not the minimums that may also appear in YouTube’s guidance. Check the codec actually being sent to YouTube: changing the encoder or output settings can change which column and row applies. Set FFmpeg to match the target
For a 1080p60 H.264 stream, this illustrative template uses YouTube’s 17 Mbps recommendation. It also sets matching minimum, target and maximum rates, a buffer twice the target, and a 120-frame GOP—two seconds at 60 fps. It has not been tested on your VM. Replace the input, audio settings and stream destination, and use it only if measured outbound capacity can support the stream.

For a 30 fps output, use a GOP size of 60 for a two-second interval; in general, calculate GOP frames as frame rate multiplied by two. YouTube recommends a two-second keyframe interval and says not to exceed four seconds. Its guidance specifies constant bitrate (CBR). Matching -minrate, -maxrate and -b:v is a common way to request that behavior with FFmpeg’s generic rate controls, but confirm how your selected encoder interprets those options.
What the FFmpeg options control
-b:vsets the target video bitrate. The libx264 wrapper documents it in bits per second; FFmpeg accepts suffixes such asMfor megabits per second.-minrateand-maxrateset rate-control bounds; setting both to the target is intended to use CBR with the generic rate-control parameters.-bufsizesets the rate-control buffer size. The example uses 34 Mbps for a 17 Mbps target; it is not a universal value for all encoders or streams.-gsets the maximum GOP size in frames. Select it in relation to the output frame rate to achieve the desired keyframe interval.
Encoder options and behavior can differ by FFmpeg build and encoder. Check the installed build’s help and the FFmpeg documentation; its online documentation is regenerated nightly and may describe a newer revision than the one on your VM.

Check Azure outbound capacity before raising the bitrate
YouTube says the stream bitrate cannot exceed available upload bandwidth, recommends 20% upload-bandwidth headroom, and warns against inferring upload capacity from download speed. The headroom applies to the total stream traffic: video, audio and protocol overhead. For example, a 17 Mbps video target requires materially more than 17 Mbps of sustained outbound capacity once audio and overhead are included. See YouTube’s streaming tips.
- Measure sustained outbound throughput from the Azure VM to a suitable destination while it is under a representative workload. Do not substitute a download-speed result.
- Include audio, protocol overhead and any other streams sharing the outbound connection. Compare that total with the measured capacity, leaving YouTube’s recommended 20% headroom.
- Run a private test stream with the intended resolution, frame rate and codec. Watch YouTube’s stream health and FFmpeg’s output for dropped frames, connection instability or encoding problems.
- If the upload cannot sustain the chosen settings with headroom, lower the target resolution, frame rate or bitrate to a combination it can carry reliably, then retest.
There is no universal Azure VM egress figure to apply here. VM size, region, network configuration, workload, route and destination path all matter; no specific values for those were provided. Base the decision on measurements from your VM and route rather than assuming a cloud bandwidth limit.

If the stream still looks poor, isolate the cause
Correct bitrate settings address only one possible cause. If measured capacity is adequate and YouTube’s stream health does not show a delivery problem, check the source and the VM’s encoding workload before increasing the bitrate.
- Soft or blocky source: Inspect the original video. Encoding cannot restore detail that is absent from the source.
- Unexpected scaling: Check the FFmpeg input and output dimensions, filters and pixel format. Confirm the stream is actually being sent at the resolution you selected.
- Frame drops or choppy output: Check FFmpeg logs and CPU load for encoding or frame-processing pressure. The
veryfastpreset in the example is a starting choice, not a guarantee that a particular VM can encode the stream in real time. - Unstable delivery: Look at outbound throughput and YouTube stream-health warnings. Reducing bitrate or output settings may be more effective than raising the target.
- Wrong codec or frame-rate assumption: Verify the encoded output and use the matching row in YouTube’s table; a bitrate selected for a different combination may not fit.
Change one factor at a time during a private test so you can tell whether the improvement came from the source, encoding load, output settings or network capacity.
