Are Manga Banned in the U.S.? What the Tennessee School-Library Report Actually Says

A reported Tennessee school-library action involving three manga series is not evidence of a nationwide ban on manga sales, publishing or reading.

No: the reported removals of Jujutsu Kaisen, My Hero Academia and Attack on Titan were a local school-library action in two Tennessee districts, not a nationwide ban on manga. The distinction matters: a school removing titles from its library does not, by itself, prevent people from buying or reading them elsewhere.

What happened in Tennessee?

A ScreenRant story dated October 27, 2024, reported that officials in two Tennessee school districts called for three manga series to be removed from school libraries: Jujutsu Kaisen, My Hero Academia and Attack on Titan. The report said officials considered the titles inappropriate for children and determined they violated Tennessee’s Age-Appropriate Materials Act. ScreenRant’s story, indexed through an IMDb news mirror, is the source for those details.

The available account does not establish the districts’ names, whether the removals were completed, whether the collections later changed, or whether anyone appealed or challenged the decisions in court. The statutory text and district records have not been independently verified here, so the reported legal rationale should not be treated as a court ruling or a definitive interpretation of the law.

Does this mean manga is banned in the U.S.?

No. The reported action concerns access to titles in school libraries in two districts. It is not evidence of a national prohibition on publishing, selling, possessing or reading manga. A school-library decision determines what a particular institution makes available in its collection; it does not establish that retailers or public libraries across the country must remove the same works.

Nor does the report show federal enforcement. The reviewed text of 18 U.S.C. § 1466 concerns business activity involving obscene matter. Nothing in the Tennessee account establishes that this federal statute was invoked in the reported school-library decisions.

Can readers still buy or read these series?

The report does not say that ordinary retail access to the three named series was restricted. It describes school-library removals being sought, not a sales ban. Readers should distinguish the reported school setting from access through bookstores, other libraries or personal collections; the report does not provide current inventory or confirm the present status of any particular library collection.

How does the incident fit the wider book-challenge picture?

School and library challenges involving books and graphic novels have a broader U.S. context, but the available figures are not manga-specific. A Senate resolution introduced September 29, 2026, S. Res. 920, attributes to PEN America more than 10,000 instances of individual books banned between July 2025 and June 2026, across more than 6,000 unique titles. Those figures are presented in the resolution as PEN America’s numbers; they should not be read as counts of manga bans.

The resolution also says the Comic Book Legal Defense Fund reported rising school and library challenges to graphic novels, naming New Kid, Maus, American Born Chinese and Drama. These examples illustrate concerns about graphic novels more broadly. The resolution does not identify them as manga or connect them to the Tennessee incident.

What does the law say about removing school-library books?

S. Res. 920 quotes a 1982 Supreme Court plurality in Board of Education, Island Trees Union Free School District No. 26 v. Pico, saying schools may not remove library books on “narrowly partisan or political grounds,” because that kind of censorship can produce “official suppression of ideas.” The cited principle is limited: it does not establish that every school-library removal is unlawful, nor does the Tennessee report establish how a court would assess these particular decisions.

The resolution itself is a Senate resolution expressing concern and calling for action. Its introduction does not turn its recitals into adjudicated findings or make it a new law. Separately, the Copyright Office’s 2027-cycle Section 1201 proceeding concerns temporary exemptions to the DMCA anti-circumvention prohibition; the proceeding does not establish a restriction on ordinary print-manga purchases.

What readers can conclude—and what remains unclear

  • Established by the report: officials in two Tennessee districts reportedly sought to remove three named series from school libraries and cited the state’s Age-Appropriate Materials Act.
  • Not established by the report: the districts’ identities, the precise statutory analysis, whether all removals occurred, the titles’ later availability in those collections, or any appeal or court outcome.
  • Not shown: a nationwide manga ban, a general retail ban, or federal enforcement against the named series.

For U.S. readers concerned about manga’s future, the meaningful issue here is the scope and basis of local decisions about school collections—not evidence that the industry or the public’s general access to manga has been banned nationwide.
