That is a time-bounded finding about the cases and records the office reviewed—not proof that extraterrestrial life does not exist, and not a claim that every sighting has been explained.
What AARO actually concluded
In a March 2024 briefing, AARO acting director Tim Phillips said: “AARO has found no verifiable evidence that any UAP sighting has represented extraterrestrial activity.” AARO’s March 2024 briefing addressed the office’s assessment of reported phenomena; the statement describes the evidence AARO had found, not a universal conclusion about life beyond Earth.
AARO’s Historical Record Report, Volume I, examined U.S. government investigations from 1945 through October 2023. It found no evidence that a U.S. government investigation, academic-sponsored research project, or official review panel had confirmed a UAP sighting as extraterrestrial technology. The report also said it found no empirical evidence for claims that the U.S. government or private companies had reverse-engineered extraterrestrial technology. What the FY2024 report adds
AARO’s separate FY2024 Consolidated Annual Report covers May 1, 2023, through June 1, 2024. In November 2024, the Department of Defense reported the assessment covered 757 cases. That number applies to this report’s period and scope; it is not a tally of every UFO report ever made. The Department of Defense announcement quoted the report’s authors: “It is also important to underscore that, to date, AARO has discovered no verifiable evidence of extraterrestrial beings, activity or technology.”

The historical report reviews investigations and records dating back to 1945, ending in October 2023; the FY2024 report covers a more recent reporting period and makes a statement about evidence found “to date” as of its publication. Neither should be presented as a finding about every sighting ever reported or as a permanent guarantee about future evidence.

Why “unidentified” does not mean “alien”
AARO’s public archive includes cases for which the government cannot make a definitive determination about the observed phenomena. “Unresolved” means the available information has not yielded a conclusive identification. It does not establish extraterrestrial origin. Some observations can remain unexplained because the evidence is insufficient to determine what happened; that uncertainty is different from positive evidence of alien activity. How current is the finding?
The FY2024 conclusion was reported in November 2024 and is explicitly framed as a finding “to date.” AARO’s public index lists a FY2025 Consolidated Annual Report, but the report’s findings are not established by the index listing alone. No FY2025 conclusion or case count should be inferred from its presence there. AARO’s Reports and Data index lists its public reports.
