If FFmpeg reports that no audio stream exists, the downloaded or recorded video is silent. If Instagram supplied a video with licensed music removed, conversion cannot restore the missing sound. Why is the downloaded Reel muted?

The safest examples are your own Reel, a Reel whose creator gave clear permission, public-domain material, or audio released under a license that permits the intended download and reuse. A public Reel is not automatically free to copy, giving credit does not by itself create permission, and there is no universal “few seconds” or percentage rule that always makes a use legal. The U.S. Copyright Office’s fair-use guidance explains that fair use is fact-specific and that downloading or distributing copyrighted works without the copyright owner’s authority may infringe copyright.
