Here is a ranked list of 25 memorable villains from Disney animated feature films, judged by what they do in their original animated stories—not by later live-action reinterpretations. “Best” means effective and memorable on screen, not admirable: the ranking weighs threat, impact on the hero and plot, characterization, visual or musical identity, and staying power. Those are editorial criteria, not measured scores, and no official or settled all-time order exists.

How this ranking works

The focus is villains originating in Disney animated features. When a character later received a live-action reinterpretation, that version is not silently merged with the animated one. Disney’s official villains page and Disney+’s guide to villain films identify characters and story roles; neither establishes a definitive ranking. Other editorial lists, such as Den of Geek’s ranking, make different judgments.

Each placement connects a defining action or goal in the film to the character’s dramatic effectiveness. The list includes supernatural threats, political schemers, and villains whose power is rooted in family or social control; their methods are not interchangeable.

The 25 best Disney villains, ranked

  1. Maleficent — Sleeping Beauty

Maleficent turns a perceived slight into a curse on Aurora, then becomes a fire-breathing dragon when she confronts Prince Phillip. The curse gives her menace a clear, story-shaping consequence, while the dragon transformation supplies one of Disney animation’s most forceful climaxes. This ranking is for the animated character; Disney’s live-action Maleficent films reinterpret her background and motives.

  2. Scar — The Lion King

Scar’s ambition becomes a devastating chain of deception: he engineers the wildebeest stampede that kills Mufasa, blames Simba, and claims the throne. His intimate betrayal gives the political takeover its emotional force. Disney has called him “the ultimate Disney Villain” in an editorial article, but that is the company’s characterization, not an objective award or consensus.

  3. Ursula — The Little Mermaid

Ursula turns Ariel’s longing into a contract designed to exploit her. Her threat works through both theatrical personality and calculated coercion, and her larger-than-life presence makes the final confrontation feel earned. Disney’s quote roundup attributes the line “I’ll see him wriggle like a worm on a hook!” to her.

  4. Jafar — Aladdin

As the Sultan’s vizier, Jafar seeks the magic lamp and the throne, using hypnosis and magic while Iago assists him. His combination of political access and supernatural ambition makes him more than a rival chasing a prize: he can manipulate the government from inside. Disney’s quote roundup also attributes “A fine quality in a wife” to Jafar, a line that captures his controlling view of others.

  5. The Evil Queen — Snow White and the Seven Dwarfs

Envy of Snow White’s beauty drives the Queen first to order her death and then to deliver a poisoned apple herself. The shift from royal command to personal disguise makes her threat chillingly direct. Disney+’s guide frames her as the first villainess; that is the guide’s description, not a claim that settles every historical definition of an animated villain.

  6. Dr. Facilier — The Princess and the Frog

Facilier uses magic and his “friends on the other side” to pursue schemes involving Naveen and Tiana. His shadow, which Disney+’s guide describes as having an independent will, gives his supernatural menace a striking visual identity. He earns his place through the way performance, magic, and manipulation reinforce one another.

  7. Mother Gothel — Tangled

Gothel kidnaps Rapunzel and exploits her for the restorative power of her hair, disguising control as affection. The threat is sustained rather than spectacular: Rapunzel’s isolation and dependence are central to Gothel’s hold over her. Disney+ includes Gothel among the film’s villains; she is not simply another version of Lady Tremaine.

  8. Hades — Hercules

Hades plots to overthrow Zeus and has Hercules targeted before the hero can threaten that plan. His godlike reach gives the conflict enormous stakes, while his schemes keep the danger tied to the central story rather than making power an abstract trait.

  9. Cruella de Vil — One Hundred and One Dalmatians

Cruella wants the Dalmatian puppies for a fur coat, making her cruelty unusually concrete and easy to understand. The animated antagonist is the basis for this placement, not the more complicated motivations explored in later reinterpretations. The Associated Press’s May 2, 2025 report discusses that later effort to complicate the character.

  10. Captain Hook — Peter Pan

Hook’s pursuit of revenge is sharpened by his fear of the crocodile that swallowed his hand. That vulnerability makes him a vivid comic-adventure adversary rather than an unstoppable force. He brings a different register to the list: danger mixed with farce.

  11. Gaston — Beauty and the Beast

Gaston treats Belle as a prize and, after she rejects him, imprisons her father Maurice. His strength lies not in magic but in entitlement backed by local influence. That human, social threat gives the film’s conflict a different texture from battles against sorcerers and monsters.

  12. Lady Tremaine — Cinderella

Cinderella’s stepmother makes cruelty part of everyday life, mistreating her and preventing her from attending the ball. The harm is domestic and sustained, not a single dramatic attack. Her quiet control shows how a villain can shape a hero’s life without spells or armies.

  13. The Queen of Hearts — Alice in Wonderland

The Queen of Hearts is identified among Disney’s official villains. Her place here recognizes the force of a ruler whose authority turns whim into danger. She ranks below villains whose actions create a more sustained personal or political arc, but her volatility makes her an instantly legible threat.

  14. Shan Yu — Mulan

Shan Yu leads the Huns’ invasion, placing an entire country at risk and forcing Mulan into a conflict larger than her own life. His directness works as a contrast to the more intimate manipulators on this list: the threat is military and national in scale.

  15. Yzma — The Emperor’s New Groove

Yzma plots to replace Kuzco and repeatedly tries to turn that ambition into action. Her theatrical self-importance and comic failures make her less frightening than the upper ranks, but the contrast between grand designs and chaotic execution gives her unusual staying power.

  16. Judge Claude Frollo — The Hunchback of Notre Dame

Frollo’s authority and self-righteousness make his persecution of Quasimodo and pursuit of Esmeralda especially disturbing. He is a human antagonist whose power comes from institutions and control, not supernatural abilities. His moral certainty makes the cruelty harder to dismiss as mere mischief.

  17. Prince John — Robin Hood

Prince John abuses his position to tax and oppress the people of Nottingham. His cowardice and childishness make him a comic figure, but the harm he causes is political and material. That mixture gives him a place among Disney’s memorable human rulers.

  18. Madame Medusa — The Rescuers

Medusa kidnaps Penny and forces her to search for a valuable diamond. Her greed becomes dangerous because a child is made to bear its cost. She lacks the mythic scale of the highest-ranked villains, but the coercion at the heart of her plan gives the adventure real stakes.

  19. Clayton — Tarzan

Clayton’s expedition turns from exploitation of the jungle’s gorillas into open violence. His threat grows out of greed and possession, pushing Tarzan’s conflict into a direct confrontation over who has the right to control the forest and its inhabitants.

  20. Oogie Boogie — The Nightmare Before Christmas

Oogie Boogie’s menace comes from his delight in frightening and tormenting others, alongside his distinctive gambling-den persona. His grotesque design makes him a memorable presence, though his role is more concentrated than the long-running schemes of those above him.

  21. Gantu — Lilo & Stitch

Captain Gantu pursues Stitch as an officer tasked with capturing him, making him an institutional rather than personal antagonist. His imposing presence creates action-movie stakes, while the film’s emotional center remains with Lilo, Stitch, and their family.

  22. Professor Ratigan — The Great Mouse Detective

Ratigan’s criminal ambitions and theatrical self-presentation make him a compelling adversary for Basil. His menace depends on intelligence and control more than supernatural power, and his story works as a classic detective contest of wits.

  23. Lotso — Toy Story 3

Lotso runs Sunnyside’s toy hierarchy through deception and intimidation. His apparent friendliness makes the system he controls more effective—and the betrayal more pointed. He ranks lower because his story belongs to a Pixar film rather than the Disney animated-feature tradition most readers may have in mind; including him here reflects the broader Disney-branded film landscape, not a claim that Pixar and Disney Animation are the same studio.

  24. Bellwether — Zootopia

Bellwether uses political access to conceal a plan that turns fear into a tool of public control. Her small stature against the scale of the crisis makes the reveal work as a reminder that a villain’s power need not look physically imposing.

  25. King Candy — Wreck-It Ralph

King Candy controls the story of his game’s world and tries to preserve that control at others’ expense. His placement recognizes the film’s use of identity and authority as sources of conflict, while reserving the highest positions for villains whose threat reshapes a hero’s life across a more sustained arc.

What separates the top villains from the rest

  • Threat can take different forms. Maleficent’s curse and dragon form are supernatural; Scar’s takeover is political and personal; Gothel’s control is domestic and psychological.
  • The strongest schemes change the hero’s story. Scar’s lie reshapes Simba’s life, while Ursula’s contract places Ariel’s desire at the center of the danger.
  • Character identity matters as much as power. Jafar’s political position, Hook’s fear, and Facilier’s living shadow make their threats distinctive rather than interchangeable.
  • Later versions are separate portrayals. A sympathetic backstory in a later adaptation does not alter what the animated original does in its own film.
  • There is no data-based all-time order here. Disney’s character descriptions and quote features are useful references, but neither they nor other editorial rankings establish audience consensus.
