It weighs four things: cultural recognition, importance to the film’s plot, distinctive characterization, and staying power across generations. The list includes North Pole workshop elves and, where noted, elves working elsewhere in a Christmas story.
How to read this ranking
The available character references firmly establish a handful of candidates, not a source-verified field of fifteen. Rather than inventing supporting details or presenting a speculative top fifteen as fact, this ranking covers the five characters or character groups that can be grounded in the cited sources. Their order is an editorial judgment using the same four criteria throughout.
The ranked elves
1. Buddy — Elf (2003)
Buddy’s unusual place in the North Pole story makes him the clearest modern outsider on this list. The American Film Institute describes him as a human misfit raised by Santa’s elves who travels to New York to find his father. That premise makes him central to the film’s plot and gives his character a distinctive perspective on both elf culture and the human world. AFI also notes that director Jon Favreau drew on the stop-motion look of Rankin/Bass’s Rudolph the Red-Nosed Reindeer, connecting Buddy’s modern story to a classic screen-elf tradition. AFI Movie Club: Elf.
2. Hermey — Rudolph the Red-Nosed Reindeer (1964)
Hermey’s defining conflict is simple and memorable: he is an elf who wants to become a dentist rather than follow the workshop path expected of him. TIME describes him as a misfit with that ambition, a characterization that gives the familiar Christmas workshop a small but meaningful story about choosing a different future. TIME’s anniversary interview identifies Paul Soles as Hermey’s voice actor. TIME interview.

3. Bernard — The Santa Clause (1994)
Bernard is more than a North Pole authority figure: he explains the mechanism that drives the film’s premise. Disney’s synopsis identifies him as the head elf who tells Scott about the Santa Clause, and D23 corroborates his role. As Disney puts it: “There he meets Bernard, the head elf, who tells him about the Clause, a contract stating that whoever puts on the Santa suit must also take on all the responsibilities that go with the position.” Disney Movies; D23.
4. Jovie — Elf (2003)
Jovie belongs on a list of Christmas-movie elves if the category includes elves outside Santa’s workshop. AFI identifies her as Buddy’s fellow Gimbels elf and notes that Favreau reshaped the role to feature Zooey Deschanel’s singing. Her inclusion broadens the scope beyond North Pole residents, though the cited material provides less detail about her plot role than it does for Buddy. AFI Movie Club: Elf.

5. The Tall Elf and Hermey’s Immediate Supervisor — Rudolph the Red-Nosed Reindeer (1964)
The Television Academy’s reference identifies both the Tall Elf and Hermey’s Immediate Supervisor among the special’s characters. They represent the wider workshop ensemble, but the reference supplies little characterization beyond those identifications. That limited evidence makes them recognizable supporting candidates rather than entries that can be confidently placed above the more fully described characters here. Television Academy Interviews.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why this is not a complete top fifteen
A ranked list needs more than fifteen names: it needs enough reliable information to compare each character by the same standards. The cited sources establish these five candidates or character groups, but do not substantiate ten additional entries or a definitive order. A longer list without direct film, studio, distributor, production, or reputable interview references would risk confusing familiarity with verified characterization. No popularity figures or audience poll results are established by these sources.
