Why there is no defensible top 15 here

That question alone cannot establish which pairs belong on a list, much less their order. The evidence available does not verify a published statistic, named ranking, or attributable quotation about the subject. Filling the gap with familiar screen partnerships would imply a level of verification that is not present.
What a reliable ranking would need to define
“Made movies together” sounds straightforward, but different inclusion rules can produce different totals. Before counting, a ranking would need to specify:

No such counting rule or checked set of totals accompanies the event announcement. Without them, even a plausible-looking list would not be a reliable answer to the title’s question.
