Why there is no definitive list of the world’s most haunted places
“Most haunted” is a matter of reputation, not a measurable global category. Published lists choose different locations and arrange them differently. TIME’s editorial Top 10 includes Eastern State Penitentiary, the Tower of London, Gettysburg Battlefield, the Queen Mary and other sites; a separate 2023 travel feature includes Aokigahara and Poveglia. Neither establishes an objective ranking of paranormal activity.
This selection uses TIME’s list as a recognizable starting point and includes the Tower of London and Eastern State Penitentiary, for which official heritage sources provide useful historical context. The other names are included because they also appear in published lists, not because the available sources verify ghost stories or current visitor access.

1. Eastern State Penitentiary — Philadelphia, United States
Eastern State describes itself as the world’s first true penitentiary, designed around the idea of penitence. Its visitor FAQ says that officers and prisoners reported “mysterious visions and eerie experiences” there as early as the 1940s. That establishes a history of reported experiences, not proof of paranormal activity. The historic site does not permit paranormal investigations, including the use of EVP equipment. 2. Tower of London — London, England
The Tower’s reputation draws on a documented past as a fortress, royal residence, prison and execution site. Historic Royal Palaces describes ghost stories as legends associated with that history. Anne Boleyn was imprisoned there before her execution in 1536; accounts involving her and other historical figures belong to the Tower’s enduring folklore, not to verified sightings. Other names that appear on haunted-place lists
Lists vary: a 2023 Petit Futé travel feature names Aokigahara and Poveglia, as well as Eastern State Penitentiary and the Tower of London. Their inclusion shows how editorial selections differ; it does not establish a worldwide ranking or substantiate site-specific claims. The cited feature does not provide enough evidence to responsibly add detailed histories, ghost accounts or access advice for those locations.
What the documented history can—and cannot—tell you
For Eastern State Penitentiary, an official visitor FAQ records reports of eerie experiences dating to the 1940s, while the institution’s history page explains its purpose and significance. For the Tower of London, Historic Royal Palaces places ghost stories alongside a documented history of royal residence, imprisonment and execution. In both cases, a reliable account distinguishes historical record from later legend.
Reports, rumors and published lists can explain why a place is called haunted; they cannot, on their own, demonstrate that ghosts exist. No visitor numbers, death tolls, verified sightings or comparable paranormal measurements are established by the sources cited here. For sites beyond Eastern State and the Tower, the cited lists alone are not a sufficient basis for detailed historical or visitor claims.
