In the adult-era Hero Billboard Chart reported from special final-volume material, Lemillion (Mirio Togata) is No. 1 and Shoto Todoroki is No. 2. The list below follows that in-universe chart order—not an objective ranking of combat power or moral worth. It uses the adult-era list reproduced in December 2024 reporting; later bonus material changes some placements, so it is not a blended, all-cutoffs ranking.
Which ending material does this ranking use?
This ranking follows the adult-era chart reproduced by ComicBook.com in December 2024. It should be read as a reported in-universe Hero Billboard Chart, rather than a judgment that one hero is objectively stronger or more deserving than another.

The cutoff matters. A June 2025 ComicBook.com report distinguishes the original chapter 430 from final-volume material and a later bonus chapter. It reports that the bonus chapter places Deku at No. 4 and Bakugo at No. 5, while Mirio and Shoto keep their positions. Those later placements are not folded into the ten below.
VIZ identifies My Hero Academia, Vol. 42 as the final volume and describes it as covering the characters’ endings and reconstruction. The official anime site’s Episode 168 page, dated November 29, 2025, likewise frames the aftermath of the war and the return to school, but does not give this adult-era top ten.

The 10 reported adult-era Pro Hero rankings
-
Lemillion (Mirio Togata)
Mirio tops the reported adult-era chart at No. 1. That placement establishes his standing in the fictional ranking; it does not by itself establish a measured advantage in combat or rescue performance over the heroes below him.
-
Shoto Todoroki
Shoto is No. 2. The later bonus material described in the June 2025 report leaves him at this rank, even as it adds positions for Deku and Bakugo.

What “best” means here—and what the chart cannot tell you
The title’s “best” means highest placement on the specified in-universe chart. The sources establish this order, but do not provide a consistent basis for independently ranking these ten by fighting ability, rescue record, popularity, or overall merit. Treating the chart as a power scale would claim more than the available evidence supports.
For readers following the finale in collected form, VIZ’s official listing identifies Volume 42 as the series’ final volume; the chart order above is the one reported from adult-era final-volume material, with the later bonus-chapter changes kept separate.
