Who was Abdul Latif?
Latif was an Ahmedabad-based crime boss whose early activities included gambling and illicit-liquor dealing, according to an excerpt from Dial D for Don by Neeraj Kumar. The excerpt describes his criminal network later extending into the Mumbai underworld.
Scroll identified Kumar as a former Commissioner of Police Delhi when it published the excerpt on December 8, 2016. Its account is a specific narrative by Kumar, not independent confirmation of every detail of Latif’s life or activities.
What happened in the reported Dawood shooting?
Kumar recounts that Latif’s men followed Dawood Ibrahim’s vehicle after receiving a tip about his movements. Dawood was reportedly being escorted between jail and court. When the vehicles stopped in traffic at Jamalpur, Latif’s associate Liyaqat Master got out and fired several shots, then returned to the vehicle and escaped with Latif.

In Kumar’s account, “Dawood escaped unhurt but two of his associates were injured.” The distinction matters: the excerpt attributes the shooting to Liyaqat Master, not Latif personally.
The details should be treated as Kumar’s account rather than as settled fact. No independent contemporaneous report, court document or police record corroborating the episode was identified in the available material.
Was Raees based on Abdul Latif?
Scroll reported that Raees, starring Shah Rukh Khan, was said to be based on Latif, while the film-makers denied that claim. The available account therefore establishes a reported connection and a denial, not that the film is a factual biography of Latif. It also does not settle whether particular plot elements match documented events.
