Croatian supporter Ivana Knoll called the 2022 World Cup in Qatar a “disaster” and a “circus” in Instagram Story posts that PerthNow reported on 24 November 2022. Her specific complaint was that members of her entourage had not received Hayya cards after 20 days, even though they held tickets to the final.
What Knoll said, and how the record reaches us
The main source for Knoll’s remarks is a PerthNow news report published on 24 November 2022. It says she posted her criticism to her Instagram Story while in Qatar for the tournament. The report reproduces several passages as direct quotations. The original Story is not independently available, so the wording below is as PerthNow attributes it to her:
- “This is a disaster,” and the tournament was described as a “circus.”
- “I feel sorry for all the people who can’t go to the World Cup because of the worst organisation in history.”
- “My entourage didn’t get a Hayya card even after 20 days, even though they have all the tickets to the final.”
- “It’s clear why so many people didn’t even want to participate in this circus.”
Read together, the passages make two separate claims. The first is a general judgement that the tournament was badly run. The second is a specific, checkable complaint about one group’s access. Most of the coverage of her remarks blends the two, but they carry different weight.
The Hayya-card complaint
PerthNow describes a Hayya card as a document visitors needed in order to attend the event. Knoll’s complaint, as reported, is narrow: people travelling with her, who already had tickets to the final, had still not received the card after 20 days.

The report does not establish several things a reader would want to know. It does not say how many people were affected, what caused any delay, or whether Knoll’s account described every circumstance of the applications. It also does not report any response from tournament organisers, and nothing in the report confirms that organisers acknowledged a delay. Her account is an attributed, first-hand complaint, not a verified finding.
The match she was attending
According to PerthNow, Knoll attended Croatia’s goalless draw with Morocco at Al Bayt Stadium on Wednesday, 23 November 2022. Croatia had finished runner-up at the 2018 World Cup. The report places her comments in the days around that match, which is why the timing of the Story and the fixture are often cited together. The match itself is only context for the complaint; it does not bear on whether the Hayya cards were delayed.

The wider controversy the report describes
PerthNow places Knoll’s remarks within a broader wave of criticism of the tournament. It mentions accommodation for visiting supporters and a late reversal on alcohol sales inside stadiums. These are the outlet’s description of the controversy at the time, not conclusions the report independently tested.
Other World Cup disputes appear elsewhere in the same coverage. They are separate from Knoll’s Hayya-card complaint and should not be folded into her personal account, because she did not attribute them to her entourage’s experience.

What the November 2022 record does and does not establish
- Established by the report: Knoll posted critical remarks on Instagram Story while in Qatar; the quotations above are the words PerthNow attributes to her; she attended the Croatia–Morocco match on 23 November 2022.
- Attributed, not independently confirmed: that her entourage held final tickets without Hayya cards after 20 days.
- Not established: the number of people affected, the reason for any delay, any organiser response, or any independent assessment of how the tournament was run.
The strongest supportable reading is that a prominent Croatian supporter publicly described a specific access failure during the tournament and described the organisation in harsh terms. Whether that failure was typical, and why it happened, the reporting does not show.
Because the article is almost four years old, readers should treat it as a record of what was said at the time, not as a current account of Hayya-card processing.
