What scholars do document is a distinctive Japanese adult-video industry: it grew with home video, developed within systems of inspection and self-regulation, and circulated in places such as Hong Kong and Taiwan, where audiences adapted it to local contexts. That history helps explain Japan’s influence without claiming it is objectively better than other countries’ industries.
How home video helped shape the industry
Japanese adult video grew alongside the spread of home video in the late 1970s and 1980s. The format made private viewing more practical and helped establish adult video as a distinct form of media. Why regulation became part of production
Inspection and self-regulation did more than set limits from outside the industry. Scholarship by Hoi Yan Yau and Heung Wah Wong traces postwar self-regulatory systems and examines how they shaped the work and organization of adult-video production. Their 2026 analysis calls this “regulative production,” arguing that “regulation is not merely an external constraint but an institutional mechanism.” Their 2026 article examines how regulatory structures could influence circulation and genre formation.
A mid-1990s institutional shift
Yau and Wong describe a transition in the mid-1990s from a rental-centered inspection regime associated with the Nihon Ethics of Video Association, commonly known as Biderin, toward a more pluralized, retail-oriented framework associated with the Media Ethics Association, or Medirin. The significance is not simply that one system replaced another: the change accompanied shifts in how works were inspected and circulated.

Where research documents cross-border influence
A 2014 study by Yau and Wong describes Japanese adult videos circulating in Hong Kong and Taiwan since the late 1990s and influencing aspects of local sexual cultures. It also stresses that local audiences reinterpreted and adapted the material rather than simply receiving it unchanged. What the evidence cannot establish
The cited scholarship does not provide a like-for-like comparison between Japan and other national industries. It therefore cannot establish that Japan is the “best,” or that its productions are superior in quality. Nor does it supply a dependable current figure for Japanese adult video’s output, revenue, or share of the global market. Such numbers require a traceable publisher, date, geographic scope, and method.

Adult computer games are a separate medium and should not be treated as evidence about adult video. A 2021 chapter describes Japanese adult games as a niche genre and notes disagreement about their circulation beyond Japan; it does not demonstrate broad global dominance of Japanese adult media.
