Gandalf the Grey ultimately defeats Durin’s Bane, the Balrog of Moria—but the fight costs him his life. The story shows that both are formidable; it does not assign either a measurable or universal power ranking. Gandalf the White is a later, more powerful returned form, so the answer depends on which Gandalf you mean.
What happens when Gandalf faces the Balrog?
In The Fellowship of the Ring, the Fellowship encounters the Balrog while fleeing through Moria. Gandalf is weary, recognizes the creature, and tells the others, “This is a foe beyond any of you.” He stays on the Bridge of Khazad-dûm to hold the way while his companions escape. The line establishes that the Balrog is beyond the Fellowship’s ability to face; it does not, by itself, establish that the Balrog is stronger than Gandalf. The confrontation continues beyond the bridge. Gandalf and the Balrog fight through the deep places of Arda and on Celebdil. Gandalf eventually kills the Balrog, but his own body dies after the struggle. This is a hard-won, fatal victory—not an effortless defeat. Tolkien Gateway’s account of Gandalf.
Gandalf the Grey vs. the Balrog
For the Moria encounter, the comparison is between Gandalf the Grey and Durin’s Bane. Gandalf is tired when the fight begins, yet he survives the extended struggle long enough to kill his opponent. On the question of who wins, Gandalf the Grey does. On the question of who is simply “more powerful,” the scene offers no definitive ranking: the result comes with Gandalf’s death, and the story gives no numerical scale for either character.

Is Gandalf the White more powerful than the Balrog?
Gandalf returns as Gandalf the White after his death. Tolkien Gateway describes this form as having greater ability to reveal his inner Maia strength. That makes Gandalf the White a different comparison from the weary Grey wizard who fought in Moria. The story does not stage a second fight between Gandalf the White and a Balrog, so any claim about how such a rematch would end is hypothetical, not canon. Tolkien Gateway’s account of Gandalf.
