Joe Kessler, played by Jeffrey Dean Morgan, first appears to be Billy Butcher’s former CIA colleague and ally. In Season 4, Episode 6, the show reveals that the Kessler Butcher has been talking to is an imagined presence tied to Butcher’s V-induced brain tumor—not a person interacting with him in the present. Kessler gives voice to Butcher’s most ruthless instincts.
Who is Joe Kessler?
Kessler enters the story as someone from Butcher’s covert-work past. As Butcher’s health worsens and his standing with The Boys deteriorates, Kessler seems to offer intelligence, practical help and a familiar connection.

The Episode 6 reveal changes how to read those scenes: the Kessler Butcher sees is imagined. The story also reframes their shared history. Kessler died in the Panjshir Valley, and Butcher did not save him.
What does Kessler represent to Butcher?
Kessler is the voice urging Butcher toward brutal, ends-justify-the-means choices. He pushes Butcher to treat Ryan as an asset, consider killing him if necessary, and release the Supe-killing virus even if it would cause mass death.

- The world is on the brink. Victoria Neuman is closer than ever to the Oval Office and under Homelander's muscly thumb as he consolidates his power. Butcher, with only months to live, has lost Becca's son, and his job as The Boys' leader. The rest of the team are fed up with his lies. With the stakes higher than ever, they must find a way to work together and save the world before it's too late.
Becca’s imagined presence acts as a moral counterweight, challenging the violent path Kessler advocates. Showrunner Eric Kripke described Kessler as “literally the devil on his shoulder,” saying he twists the knife with cruel things that “all happen to be totally true.” Variety interviewed Kripke and Jeffrey Dean Morgan about the reveal and the character’s role.
Why does Kessler matter in the finale?
Kessler is more than a surprise identity reveal: he makes Butcher’s capacity for violence visible as an ongoing inner conflict. In the finale, Butcher embraces a more extreme course, and Kessler remains part of that struggle. His presence highlights the temptation to sacrifice others in pursuit of defeating Supes.
