What Was the Pokémon Scare of 1997?

The Pokémon scare of 1997 was a health incident during a Japanese anime broadcast on December 16, 1997. Here is what the official survey measured, what it did not, and why hospital figures vary.

The Pokémon scare of 1997 was a mass health incident linked to one broadcast of the Pokémon anime in Japan on December 16, 1997. Many viewers, mainly young children, reported convulsive seizures, impaired consciousness, nausea, eye pain, and feeling unwell while watching. Japan’s Ministry of Health and Welfare organized a research group in response, and the episode became a reference point for how animation can affect viewers’ bodies. The most reliable figures come from the ministry’s April 1998 preliminary report, and they measure something narrower than the total number of people affected, which is the first thing to understand before quoting any number.

What happened on December 16, 1997

The episode was part of the Japanese-language broadcast of the animated series Pokémon, titled in the ministry’s report as 『ポケットモンスター』. According to the ministry, the program aired beginning at 6:30 p.m. on December 16, 1997. During the broadcast, a large number of viewers, concentrated among preschool and school-age children, experienced symptoms while watching.

The symptoms were not limited to one type. The ministry described them as convulsive seizures, impaired consciousness, and general discomfort. Broadcasters later linked the episode to a specific production technique, discussed below, but the health research itself focused on what viewers reported and what the visual material contained.

What the health ministry’s survey measured

The ministry’s April 1998 preliminary report describes a government research group formed to describe the symptoms, investigate how they arose, and consider public-health measures. Its work included three strands: a questionnaire survey of students, a review of clinical cases, and basic laboratory research on the visual stimulus.

Who was surveyed and what they reported

The questionnaire was given to students aged 6 to 18. The ministry received 9,209 valid responses. Of those respondents, 4,026 said they had watched the program, and 417 of those viewers reported health effects. That 417 is 10.4% of the surveyed viewers. It is not 10.4% of everyone who watched the broadcast, because the survey covered students only and relied on self-reported answers.

Respondents could select more than one symptom, so the percentages below add up to more than 100%. Each figure is a share of the 417 respondents who reported effects.

The most common complaints were visual and general rather than convulsive. Seizure-like symptoms were a minority within the survey, and the report records them alongside the other effects rather than as the defining feature of the incident.

Viewing conditions linked to higher rates

The survey also compared how students watched. Reported health effects were more frequent among respondents who watched in a dark room. The ministry also reports a statistically significant association with sitting within one meter of the television. These are associations observed in a questionnaire, not proof that darkness or distance caused every symptom.

The two groups in this table together cover 3,934 of the 4,026 viewers, so the remaining viewers are not represented in these comparisons.

Clinical cases and the flashing sequence

Alongside the questionnaire, the ministry reviewed clinical cases. These were selected for more serious or medically connected symptoms, so they describe a different group from the broad student sample. Their findings should not be merged with the questionnaire percentages. The report does not give a count for this group in the portion summarized here.

The laboratory work examined the visual stimulus itself. The report found that a red-and-blue sequence used in the relevant footage produced synchronized visual-evoked responses in healthy participants. That result explains why this sequence drew scrutiny. It does not establish a single mechanism for every reported symptom, and the report does not claim one.

Why the hospital numbers differ

Many accounts quote a figure of hospital transports, but the official survey does not produce one. The most-cited number of about 750 people comes from a retrospective published by TVQ Kyushu Broadcasting, which says approximately 750 people were transported after dizziness and nausea. The retrospective page does not show a publication date, so it should be cited as a broadcaster’s later account rather than a contemporaneous count.

No consulted source reconciles these measures into a national hospital total, so the approximate 750 figure should be presented as TVQ’s estimate, not as an official count.

How broadcasters and government responded

TVQ’s retrospective says broadcasters and government bodies investigated the incident and considered countermeasures. It also states that the commercial broadcasters’ association issued animation production guidelines in 1998. The retrospective names the technique at the centre of the episode: rapidly repeated flashing and color switching, which it calls “paka-paka.” The guidelines are described as a response to this kind of production, and readers should treat that connection as the broadcaster’s account rather than an independent finding.

What a peer-reviewed comparison adds

A peer-reviewed study listed on ScienceDirect compared children who had seizures with comparison children. It reports that the affected children more often said they had watched attentively, at close range, and in a dim room. The study discusses non-seizure symptoms separately from seizures, which supports keeping the two categories apart when describing the incident.

The ministry’s own wording

The ministry’s report summarizes the incident in Japanese as follows:

「平成9年12月16日午後6時30分より放映されたアニメ番組『ポケットモンスタ-』を視聴していたもののうち、幼児・児童を中心に多数の人にけいれん発作、意識障害、不快気分などが引き起こされた。」

In English, this reads: “Among those watching the animated program ‘Pocket Monsters,’ broadcast from 6:30 p.m. on December 16, 1997, many people, mainly young children and schoolchildren, experienced convulsive seizures, impaired consciousness, and discomfort.” If you quote the sentence, keep the Japanese original and identify the Japan Ministry of Health and Welfare’s April 1998 preliminary report.

Reading the incident accurately means keeping its measures separate. The 417 respondents, the clinical cases, the roughly 750 transported people, and the seizure group each describe a different part of the episode. Quoting one as if it stood for the others is the most common error in accounts of the incident.
