Yes. In the original Pokémon Sun and Pokémon Moon for Nintendo 3DS, Rowlet, Litten, and Popplio can be shiny starters. A Generation VII gift-Pokémon table lists each as a level 5 gift and does not mark the entries shiny-locked. The table supports their eligibility, but the available sources do not establish an exact shiny chance per reset.
Which starters can be shiny?
All three first-partner choices—Rowlet, Litten, and Popplio—are eligible to be shiny in the original Pokémon Sun and Pokémon Moon. The Generation VII gift table lists them as level 5 gifts without a shiny-lock marker: Generation VII in-game event Pokémon. Nintendo identifies the three as the first-partner Pokémon for Sun and Moon, Nintendo 3DS titles. It describes Rowlet as Grass/Flying, Litten as Fire, and Popplio as Water: Nintendo’s first-partner feature.
What are the shiny odds per reset?
An exact per-reset probability is not established by the sources cited here, so a numeric rate or average hunt duration would be guesswork. No particular number of resets guarantees a shiny, and attempts do not build up luck toward a future result. A community question such as “How many times would I theoretically need to reset in order to get a shiny Rowlet?” expresses the question many players have; it is not evidence of an odds figure.

What is known about resetting?
The cited sources establish eligibility, but do not document a reliable reset sequence, the exact point when the starter’s shiny status is determined, or a time-per-reset estimate for the original games. Do not assume that instructions shown for Pokémon Ultra Sun or Pokémon Ultra Moon apply: those are separate games, and the procedure should be checked for the specific title before following it.
How should you choose a starter?
Shiny eligibility does not depend on which of the three you choose. Base the decision on the species and type you prefer, or the evolved line you want to use. Nintendo’s descriptions offer a flavor distinction: Rowlet flies silently and attacks with leaf-like feathers; Litten has flammable fur; Popplio swims and performs with water balloons. Those descriptions do not establish a battle advantage or change shiny eligibility.

What do you need for the hunt?
The directly necessary product is a copy of the original Pokémon Sun or Pokémon Moon for Nintendo 3DS. If buying a used copy, check its condition and regional compatibility. Buying the game makes the hunt possible if you do not already own it; it does not improve the chance of finding a shiny. Plushes featuring Rowlet, Litten, or Popplio are optional collectibles and have no role in the game.
