Meghan Markle and Prince Harry announced on January 8, 2020, that they wanted to step back as senior royals and pursue a more independent role. The Queen and Buckingham Palace then set terms that ruled out the hybrid arrangement the couple had proposed. Harry described the decision as painful; in February 2021, the Palace confirmed they would not return as working members of the Royal Family. The five-year anniversary refers to the 2020 announcement, not that later confirmation.
What Harry and Meghan proposed in January 2020
In a statement dated January 8, the couple said they had spent months in reflection and wanted to “make a transition” toward a “progressive new role” within the institution. They intended to step back as senior members, work toward financial independence, and continue supporting Queen Elizabeth II. Their archived statement set out their goals, not an arrangement already approved by the Palace.

They also said they planned to divide their time between the United Kingdom and North America, continue honoring their duties to the Queen, the Commonwealth and their patronages, and establish a charitable entity. They described the plan as a way to raise their son with an appreciation of royal tradition while giving their family space for a next chapter.
How the Queen and Palace responded
On January 18, the Queen said she recognized the challenges the couple had experienced from intense scrutiny and supported their wish for a more independent life. The accompanying Palace statement, however, defined the practical terms: they would step back from royal duties, including official military appointments; would receive no public funds for royal duties; and would no longer formally represent the Queen. They could keep private patronages and associations, but would not use HRH titles as working royals. The Queen’s statement and Palace account describe the agreed way forward, rather than the broader role the couple had initially proposed.

What Harry said about the decision
At a Sentebale charity event on January 19, Harry gave a personal explanation of the choice. He said it brought him “great sadness” and that the decision to step back was “not one I made lightly.” He also described the UK as his home and said he and Meghan had been excited, hopeful and ready to serve after their marriage. The BBC’s contemporaneous report of his speech records his account of his feelings and intentions. It does not, by itself, establish every cause behind the decision.
What changed in February 2021
On February 19, 2021, Buckingham Palace said Harry and Meghan had confirmed they would not return as working members of the Royal Family. The Palace said the couple’s earlier decision had been followed by a 12-month review and that the Queen had spoken with Harry before the final decision. Their royal patronages and honorary military roles would return to the Queen for redistribution. The Palace’s February 2021 statement is the definitive confirmation of their working status; it is separate from the couple’s announcement the previous January.

The dated statements document a sequence: the couple proposed a more independent role, the Palace set limits on their duties and status, Harry publicly described the decision as painful, and the couple later confirmed they would not resume working-royal roles. The couple’s statements explain their stated aims, while the Palace statements establish the institutional terms and final status. These sources do not establish one independently verified cause for the decision or settle contested accounts of private motives.
A January 2025 Vanity Fair retrospective discusses Harry’s memoir Spare and the couple’s last week as working senior royals, alongside interpretations and anecdotes attributed to anonymous sources. That later material should be read as retrospective reporting, not as a replacement for the dated statements or proof of private motives.
