What powers do the characters have?
Connor is identified as an electrokinetic: his ability involves electricity. The films’ setting includes people with powers, referred to as “PWPs,” but the official descriptions cited here do not provide an exhaustive ability list or a consistent classification system for every character. It’s safer not to infer a character’s power from an actor, a role’s job, or a brief plot description.

Netflix Tudum says that 4% of the population in the fictional Code 8 world is born with special abilities. That figure describes the story’s setting, not a real-world statistic. The setting also depicts powered people as marginalized: industrial change has left them behind, powered crime is rising, and Lincoln City is debating a ban on PWPs. Netflix Tudum’s feature on the return to Lincoln City provides this franchise context.
How does Code 8 Part II connect to the first film?
The 2019 film introduces Connor as a man drawn into crime while trying to care for his ailing mother. He works with Garrett, but the two go their separate ways by the original film’s end. In Part II, Connor has served time in prison, is out, and is trying to keep his distance from his old life while working at a community center.

The sequel’s catalyst is Pav, a 14-year-old endangered by officers led by Sergeant King. Connor helps her and reaches back out to Garrett and his crew. King’s newly launched robotic K9s are used to track Pav. The films therefore shift their immediate focus from Connor’s family pressure to the threat facing Pav, while keeping Connor and Garrett’s uneasy relationship central.
