Yes, the Peaky Blinders were a real Birmingham street gang—but the television series is not a factual account of their lives. The historical gang had largely disappeared before the First World War, while the show begins in 1919 and follows the fictional Tommy Shelby and his family. Real gangland history and figures such as Billy Kimber inform the drama, but its central characters, chronology and plots are substantially fictionalized.
Who were the real Peaky Blinders?
The name refers to real Birmingham gang members, part of a broader history of late-19th-century street gangs. The historical group belongs principally to the years before the First World War, not to the interwar period depicted across much of the television series.

Historian Carl Chinn has emphasized that difference in timing. As quoted by Smithsonian Magazine, Chinn said: “Although they had disappeared before the First World War and did not exist in the 1920s, their unsavoury reputation ensured that they would not be forgotten.” The gang’s continuing notoriety helped make it a compelling subject for later storytelling, but it does not mean the original group persisted into the show’s setting.
Why does the series begin in 1919?
The drama opens in 1919, after the historical Peaky Blinders had largely disappeared. That gap is the key historical distinction: the television story carries the gang’s name and Birmingham setting into a later era, creating a fictional saga rather than tracing the documented gang’s activities year by year.

The Birmingham Boys, associated with real gang leader Billy Kimber, form another part of Birmingham’s gang history. They were distinct from the Peaky Blinders. Their existence is not evidence that the original Peaky Blinders continued unchanged, or that the Shelby organization shown on television was a real group.
Was Tommy Shelby a real person?
No. Tommy Shelby is fictional, as is the unified Shelby family operation at the center of the series. Steven Knight has described drawing inspiration from stories told by his father about well-dressed, powerful gangsters. That family recollection helps explain the show’s starting point; it is not evidence that Tommy Shelby or his family existed as depicted.
Billy Kimber, by contrast, was a real gang leader associated with the Birmingham Boys. The series places real people alongside invented characters, but a historical person’s appearance does not make the surrounding scene, relationship or plot factual.
