Spoilers for “Top Hat,” episode 7 of HBO’s The Penguin. The episode changes how the season’s central family story reads: Oz’s brothers did not simply die in a tragedy. In the childhood flashback, Oz traps them in a waterworks hatch and leaves them there as floodwater rises. That choice recasts the story he has told about his past—and makes his present-day bond with his mother, Francis, more painful and more complicated.
What happens in “Top Hat”?
“Top Hat” is the seventh episode of an eight-episode crime drama about Oswald “Oz” Cobb’s pursuit of power in Gotham, within The Batman saga. Prime Video’s listing describes Oz fighting to preserve what he has built while Sofia makes a shocking discovery. The episode’s major revelation comes through a flashback to Oz’s childhood; in the present, Sofia and Sal Maroni’s pressure on Oz converges with the danger to Francis.

The episode is listed at 47 minutes on Prime Video. Its listing gives a Nov. 2, 2024 date, but that date may reflect the service’s territory-specific schedule rather than a universal premiere date. Prime Video’s episode listing places it at episode 7, with episode 8 still to come.
What did Oz do to his brothers?
In the flashback, Oz shuts his brothers into a hatch at a waterworks after their game pushes him toward dangerous extremes. He leaves them there, and floodwater kills them. The key change is not merely that the episode reveals a hidden detail: it shows Oz making a choice that causes their deaths, rather than presenting the loss as an innocent family tragedy. That revelation makes Oz’s account of his family’s past look compromised and self-serving. It does not prove that one childhood act mechanically explains every crime he commits later, nor does the episode settle every question about his character. It does, however, make it harder to see his criminal nature as something that began only after he entered Gotham’s underworld.
Why does the flashback change Oz and Francis’s relationship?
After his brothers’ deaths, the flashback shows Oz receiving the attention from his mother he had wanted. In the present, Francis is vulnerable and held by Sofia. The contrast gives new weight to Oz’s promise that he would give Francis the life she deserves: his rise may be framed as devotion, but the episode places that claim beside the family loss he caused and the danger surrounding her now.

The relationship is not reduced to a simple story of a loving mother or an exploiting son. Actor Deirdre O’Connell describes Francis as loving Oz while also sending him into a world that had made her feel invisible. Showrunner Lauren LeFranc says the deaths concentrated Francis’s attention on one child and shaped a distorted bond. Those are the creator’s and performer’s interpretations, not clinical diagnoses. How does the reveal affect the present-day power struggle?
The episode’s family revelation lands while Oz is fighting to hold on to his operation. Sofia and Sal align against him, and Sal’s pursuit of revenge is tied to the destruction of his own family. Their confrontation ends with Sal’s death during a heart attack. The family stories sharpen the conflict: Oz’s past shows the damage behind his own ambition, while Sal’s rage is directed at what Oz has done to him. Sal actor Clancy Brown described his character after release as “a bear full of rage,” driven by “revenge and retribution.” TheWrap’s interview with Brown discusses that motivation and his reading of the contrast between the families.

Does episode 7 change everything about the series?
It changes the audience’s interpretation of Oz more than it resolves the series’ plot. “Top Hat” turns a family tragedy into evidence of Oz’s childhood agency, deepens the contradiction between his need for Francis’s love and the harm he has caused, and raises the stakes of the conflict closing around him. It does not answer every question about Oz or Francis, and it is not the season finale: one episode remains to resolve the immediate struggle.
O’Connell’s broader reading of the story is that “The whole series seems to be about people who are invisible, who make Gotham work.” That perspective helps explain why the family history matters beyond a shocking reveal: the episode connects private longing and loss to the pursuit of power in Gotham.
