Why Steamboat Willie memes appeared on January 1
The 1928 film Steamboat Willie entered the U.S. public domain on January 1, 2024. The Library of Congress says the film’s animation, soundtrack and other elements are no longer protected by copyright. The film was registered with the Copyright Office in 1928; Duke’s Center for the Study of the Public Domain and the Associated Press describe the U.S. copyright term involved as 95 years.
As midnight arrived across the United States, people began sharing jokes and remixes based on the newly available material. One example, posted by Mike Beauvais on January 1 and reproduced by the Daily Dot, reads: “Steamboat Willie, no! (This is legal now.)” It illustrates the joke behind the wave, but does not establish that post as the year’s first meme.
Which Mickey Mouse is in the public domain?
The change applies to the early Mickey and Minnie depictions in the 1928 film, not every version of either character. These designs predate later, familiar features such as Mickey’s red shorts and white gloves. The Library of Congress identifies the film as the first with sound to feature Mickey and Minnie and distinguishes its early character designs from later depictions.

Creators can share, adapt and remix the 1928 material. But later character designs and other expression created after the film may still be protected. As the Library of Congress puts it, “Copyright never protected the names ‘Mickey Mouse’ or ‘Minnie Mouse,’ nor the general idea for ‘talking mice’ characters.” That does not mean every use of those names, or every depiction of Mickey, is free of other legal limits.
Copyright is not the same as trademark
Public-domain status means the copyright no longer bars use of the covered 1928 material in the United States. Trademark is a separate issue. Disney retains trademark interests, and a work or product that suggests Disney made, sponsored or endorsed it can raise consumer-confusion concerns. Duke’s Center for the Study of the Public Domain explains that remixing the early material does not grant permission to use later copyrighted expression or imply Disney’s involvement.
Disney told the Associated Press: “We will, of course, continue to protect our rights in the more modern versions of Mickey Mouse and other works that remain subject to copyright.” The U.S. Copyright Office likewise treats trademark as a distinct form of intellectual-property protection.

Where the public-domain change applies
This date and explanation concern U.S. copyright. Duke notes that Steamboat Willie is public domain in some countries and remains copyrighted in others, so U.S. status should not be assumed to apply worldwide. The Copyright Office says works published in the United States before January 1, 1931 are currently in the public domain, but that broad rule does not settle the status of a particular later design, trademark use or distribution in another country.
Was it literally the first meme of 2024?
There is no substantiated answer identifying a single first post. Reporting documents memes appearing as clocks struck midnight across the United States and gives examples shared on January 1, but does not provide a reliable count or verified first-post timestamp. “The first meme of 2024” is therefore best understood as a witty label for an immediate, widely noticed meme wave—not a proven chronological claim.

Why a copyright expiration can spark new work
The public domain is one stage in the life of a work: once copyright expires, the covered material becomes available as raw material for new creative uses. Karyn A. Temple, a former United States Register of Copyrights, described it as “the next stage of life for that creative work” and said it gives authors “the inspiration and raw material to create something new.” The January 2024 memes made that abstract principle visible in real time.
