Court TV and ABC News reported that Chigvintsev was arrested on August 29, 2024, and booked on a felony charge of corporal injury to a spouse. ABC News identified the booking charge as California Penal Code 273.5(a). The reports cited jail records for the arrest and booking details. Court TV and ABC News reported that he was released on $25,000 bail.
On September 24, 2024, Napa County District Attorney Allison Haley announced that prosecutors had reviewed the investigation and evidence and declined to file criminal charges. In the office’s September 24 announcement, Haley said prosecutors must file charges only when supported by evidence and must be able to prove them beyond a reasonable doubt.
What does “declined to file charges” mean?
It means prosecutors chose not to bring a criminal case based on the information they reviewed at that time. The announcement does not say that a trial took place, that a judge dismissed filed charges, or that a court found the allegation true or false. An arrest and booking record an arrest; neither establishes guilt.

The DA’s office said it could revisit the matter within the applicable limitations period if it learned of other incidents or facts or evidence that had not previously been known. That statement describes a possibility in the September 2024 announcement, not confirmation that the case was later reopened. The office also noted that California domestic-violence charges may be filed as felonies or misdemeanors and gave limitation periods of three years and one year, respectively; those figures are the office’s description in that release, not individualized legal advice.
What is known about the alleged victim?
The DA’s announcement did not identify the alleged victim and said the office would release no further information about the case. The identity should not be inferred from Chigvintsev’s marriage or from the separate divorce filing reported in news coverage.
