Yes—but only in a specific sense. In the United States, copyright expired on January 1, 2024, for the 1928 film Steamboat Willie and the particular early depictions of Mickey and Minnie shown in it. That did not put every later Mickey design, Disney film, or Disney brand element into the public domain.

Does that mean all versions of Mickey Mouse are public domain?
No. Public-domain status applies to the film and the depictions in that work; it does not sweep in later versions of Mickey, other Disney works, or every image associated with the character. A later design or film must be considered on its own rather than assumed free to use because the 1928 version is public domain.
