No. In Marvel’s standard comic-book origin, Simon Williams—Wonder Man—is not identified as a mutant. Baron Zemo gave him his original superhuman abilities through an ionic ray treatment; later changes to Simon’s powers do not replace that origin.
How Simon Williams became Wonder Man
Simon Williams, born in Paterson, New Jersey, was the younger son of munitions manufacturer Sanford Williams. When the family business struggled, Simon embezzled money in an attempt to help it. He was caught and admitted guilt.
Before Simon was sentenced, the Enchantress arranged for Baron Heinrich Zemo to offer him superhuman powers in exchange for helping the Masters of Evil destroy the Avengers. Zemo used an ionic ray treatment to give Simon superhuman strength and durability. He also led Simon to believe he would need regular antidote doses to stay alive. Simon eventually rejected the plan and helped the Avengers instead.
Marvel’s reading guide describes Zemo and the Masters of Evil as imbuing Simon with ionic energy, and identifies Avengers (1963) #9 as Wonder Man’s first appearance: Marvel’s Avengers (1963) reading guide.

Why Simon is not identified as a mutant
Marvel’s character profile attributes Wonder Man’s abilities to his ionic-energy-permeated body, not to a mutant origin: Marvel’s Wonder Man profile. In the standard account, Simon gained his powers through Zemo’s treatment. Marvel’s profile does not identify him as a mutant.
Simon’s friendship with Hank McCoy, the X-Man known as Beast, can contribute to the association. But being close to a mutant or working with mutant teams does not establish that Simon is one. Marvel’s Beast profile identifies Hank as a mutant and recounts his friendship with Simon: Marvel’s Beast profile.

What Wonder Man’s ionic powers let him do
Marvel lists enhanced strength, durability, reflexes, and stamina, along with flight and energy projection, among Wonder Man’s abilities. The same profile gives fictional benchmarks of lifting “in excess of 100 tons” and flying “in excess of 700 mph”; these are character specifications, not real-world measurements.
The profile also mentions abilities such as eye beams and changing size, but says Simon has apparently lost them for now. His capabilities have varied as his ionic powers have become unstable, so those listed abilities should not be treated as permanent or consistently available.

Later power changes do not change the original origin
Simon’s story has included apparent death and revival, periods as pure ionic energy, and other transformations. Those events complicate how his powers work and what form he takes, but the initial explanation remains Zemo’s ionic treatment. It is useful to separate that origin from later changes in the powers’ form or control.
