Hindi is not designated India’s national language. The Constitution names Hindi in Devanagari as the official language of the Union, while law permits continued use of English for Union official purposes. Yet the language’s promotion is an explicit constitutional duty—and official census tables place many named mother tongues inside a broad “Hindi” grouping. That combination raises real questions about language, status and visibility, but the available figures do not by themselves prove that Hindi policy has caused measurable harm to particular communities.
Is Hindi the national language of India?
No. The Constitution does not designate any language as India’s “national language.” Article 343 says Hindi in the Devanagari script is the official language of the Union. That is a specific constitutional role, not a national-language title. The distinction matters because “official language,” “scheduled language” and a state’s official language are different legal categories.
The Ministry of Home Affairs’ summary of the constitutional provisions sets out Article 343 and related language provisions. The Department of Official Language’s policy page describes Hindi as the Union’s official language and says English may also be used for Union official purposes under Section 3 of the Official Languages Act.
What is the official language of India—and what role does English have?
At the Union level, Hindi in Devanagari has official-language status; English also remains available for official purposes under law. Article 343 allowed Parliament to provide for continued use of English, and Section 3 of the Official Languages Act provides for its use. It is therefore inaccurate to say English simply lost all official use in 1965.

The Union policy describes progressive use of Hindi in official work as something pursued through “persuasion, incentive and goodwill.” This is a statement of policy, not evidence that every office or interaction follows one uniform practice. Nor does Union status make Hindi the sole official language across India: states have their own language arrangements.
How does the Constitution balance Hindi promotion with other language interests?
The constitutional framework contains both a mandate to promote Hindi and provisions that acknowledge other linguistic interests. These provisions show how the framework is written; they do not, on their own, establish how consistently it has been implemented or what effects it has had.

Article 351’s direction is expansive: it describes Hindi as a medium for the composite culture of India and calls for enrichment from other languages. Article 344, meanwhile, explicitly asks the commission to consider non-Hindi-speaking areas’ interests in public services. Reading these together reveals a tension the law itself recognizes: promoting Hindi while accounting for people who do not speak it. The text alone cannot tell us whether that balance is achieved in practice.
Why can Hindi’s reach make some of its own languages less visible?
One source of the debate is classification. In Census 2011, the official C-16 table grouped dozens of named mother tongues under the heading “Hindi.” Examples in that grouping include Awadhi, Bhojpuri, Brajbhasha, Bundeli, Chhattisgarhi, Garhwali, Haryanvi, Khari Boli, Kumauni, Magadhi/Magahi, Marwari and Rajasthani. The table therefore presents a broad statistical umbrella, not simply a count of people who reported speaking standard Hindi.

The Census 2011 C-16 metadata identifies the table as a distribution of population by mother tongue and sex. Its abstract reports these figures within the Hindi grouping:

All three figures come from the C-16 abstract. They describe the 2011 classification, not present-day totals. A person’s placement in a statistical grouping does not establish how that person identifies, whether they regard their speech as Hindi, or whether the varieties in the group are interchangeable.

This is where the title’s idea of Hindi “marginalising its own” is best understood as a question about visibility and hierarchy. When an umbrella category is used, the languages or varieties placed beneath it may be less visible in headline totals than the umbrella itself. But the Census table alone cannot establish that the grouping was designed to marginalise them, or that it caused discrimination, unequal services or other specific harms. Those claims require evidence about people’s experiences and the effects of particular policies or practices.

People may call Hindi the national language because it is widely spoken, prominent in Union policy and often used in national public life. Those facts can help explain the phrase’s everyday appeal, but they do not make it a constitutional designation. A more precise question is not whether Hindi is legally “the” national language, but how Union promotion, state language arrangements, English use, scheduled-language recognition and census categories shape language status and visibility.

That distinction also prevents two opposite errors: treating Hindi’s Union role as proof that every Indian must use it, and treating the constitutional promotion of Hindi as proof by itself of a measured harm. The official sources establish a policy direction and a set of legal provisions; they do not quantify effects on access to education, employment, administration or services.
