He apologized to Mark Andrews, a Georgia voter whom the film portrayed as committing a crime. The admission concerns how footage and location records were linked; it was not a retraction of every claim the film made about the 2020 election.
What D’Souza said was wrong
D’Souza said his team had been assured that each video showed someone who had made at least 10 visits to ballot drop boxes, as indicated by geolocation records. He later said: “We recently learned that surveillance videos used in the film may not have actually been correlated with the geolocation data.” He said the footage had been characterized using inaccurate information supplied to him and his team, and apologized to Andrews. The Associated Press reported his statement on December 2, 2024.

The 10-visit figure describes what D’Souza said his team had been told about the film’s method. It is not an independently validated finding that the people shown in particular clips made those visits.
Why Mark Andrews was central to the apology
2000 Mules showed Andrews, his face blurred, depositing five ballots in a drop box in Lawrenceville, Georgia. The film’s narration called the conduct a crime and the ballots fraudulent.

A Georgia state investigation found that Andrews was depositing ballots for himself, his wife, and their three adult children, who lived at the same address. Georgia law allowed this, and an investigator said there was no evidence of wrongdoing. AP covered the investigation and D’Souza’s apology; FactCheck.org also reviewed the footage and state findings.
What the admission does—and does not—establish
The specific admission is that the surveillance videos may not have been correlated with the geolocation data as the film’s presentation led viewers to believe. That undermines the link the film asserted between particular footage and location-based claims about repeated drop-box visits.
It should not be overstated as a wholesale retraction. AP reported that D’Souza continued to express confidence in True the Vote and in the film’s broader premise. Separately, AP characterized the film’s broader analysis as relying on faulty assumptions, anonymous accounts, and improper analysis of cellphone location data. Those criticisms concern the wider case made by the film; they are distinct from D’Souza’s acknowledgment about matching videos to geolocation records.

Salem Media, the film’s publisher, acted before D’Souza issued his statement. In May 2024, Salem apologized to Andrews, said it had removed the film from its platforms, and said it would not further distribute the film or companion book. D’Souza made his own statement and apology in December 2024. The Associated Press report carried by KVIA describes Salem’s announcement.
