Brazil’s Ministry of Culture held its first Thematic Conference for Cultural Workers in São Paulo from January 22 to 24, 2024. The event was a thematic stage of the 4th National Culture Conference—not a standalone national conference—and focused on training, labor rights, regulation, decent work and social security in the cultural sector.
What was the 1st Thematic Conference for Cultural Workers?
Known in Portuguese as the Conferência Temática de Trabalhadores da Cultura (1ª CTTC), the meeting was convened by Brazil’s Ministry of Culture (MinC) and coordinated by its Secretariat for Creative Economy and Cultural Promotion. Its theme was “Democracy and the Right to Culture: The World of Work in Culture.” The Ministry’s official notice and rulebook framed it as a forum to discuss cultural policy with broad participation, connect cultural rights with social and economic policy, and develop proposals for the 4th National Culture Conference (4ª CNC).
Its role was propositional: participants could formulate and prioritize proposals, but the thematic conference could not elect delegates to the national conference. The rulebook assigned delegate selection to municipal and state stages.
What issues did the conference address?

Technology was also part of the conversation. The opening debate, titled “Parabolicamará,” addressed technology and artificial intelligence. An event preview additionally pointed to social networks and on-demand content platforms as forces affecting cultural work. These discussions placed changing forms of cultural production alongside longstanding questions about recognition, working conditions and protection.
The conference was open to civil society and public authorities with prior registration. The rulebook called for representation attentive to territorial, artistic, disability, ethnic, racial, gender and sexual diversity. It said the opening table, other panels and final plenary would be streamed online; working-group sessions would not be.

What proposals came out of the meeting?
The sources do not agree on the number of proposals prioritized. The official rulebook and event preview describe three priority proposals, while a February 2024 retrospective from the Federal Institute of the Triângulo Mineiro (IFTM) says the assembly elected four proposals for submission. The available accounts do not explain whether the final count changed or why IFTM reported a different number.

This list should be understood as IFTM’s account of the assembly’s outcome, not as a reconciled official count. The conference’s rulebook establishes that its proposals were intended to feed into the 4ª CNC; it does not establish the final number reported by the retrospective.
Who attended?
IFTM reported that more than 500 people attended, including representatives of federal institutes and universities, ministries, unions, cooperatives, associations, foundations, artists and civil society from Brazil’s regions and Portugal. That figure is the institute’s retrospective report; an official attendance register is not established in the cited accounts.

At a 2024 Federal Senate hearing, a speaker described more than 70 professions as directly or indirectly connected to culture. The hearing transcript attributes the figure to the speaker but does not provide its methodology, so it is not an independently documented sector-wide count.

These event-era accounts describe the platform’s launch and intended scope; they do not establish which courses are currently available or whether enrollment is open.
Why the conference matters
The 1ª CTTC brought employment and professional conditions into a national cultural-policy discussion. Its agenda joined skills development with questions of formal employment, regulation, social security and worker participation—issues that affect both cultural workers and the sustainability of cultural activity. Its proposals were intended for the wider national conference process, while the differing reports about the proposal count remain unresolved.
