What Are the Best Movies of All Time According to Rotten Tomatoes?

In Rotten Tomatoes’ December 15, 2025 list of 300 best movies, The Godfather leads. Here’s what the ranking measures—and why its order is more than critic scores.

In Rotten Tomatoes’ list updated December 15, 2025, The Godfather (1972) is No. 1, with a displayed 97% Tomatometer score. The list covers 300 films, but its order is not simply a ranking of critic scores: Rotten Tomatoes says it combines critic and audience data with other factors and an editorial review.

The official guide, 300 Best Movies of All Time, is attributed to Alex Vo and displays an update date of December 15, 2025. Its top three are:

  1. The Godfather (1972) — 97% Tomatometer
  2. Seven Samurai (1954)
  3. Casablanca (1942)

Sinners (2025), identified on the page as a new addition, appears at No. 38 with a displayed 97% Tomatometer. These are positions and scores shown in that dated edition, not guarantees of the list’s present order. Rotten Tomatoes describes the guide as a list of 300 films, each Certified Fresh and reviewed and championed by approved critics and users.

How Rotten Tomatoes chooses the order

Rotten Tomatoes says the guide applies a recommendation formula that considers a film’s Tomatometer rating, with assistance from Popcornmeter votes. It also weighs the number of critic reviews, the number of audience votes, and release year. Minimum thresholds apply to the data categories, and an editorial pass refines the final list. The page’s wording is that the formula considers the Tomatometer with help from Popcornmeter votes, “illuminating beloved sentiment from all sides.”

That method means a film’s place is not determined by sorting the displayed Tomatometer percentages from highest to lowest. The guide explains the categories and says editorial judgment is involved, but does not provide enough information to independently recalculate or audit every position.

What the Tomatometer and Popcornmeter measure

Tomatometer: positive professional critic reviews

The Rotten Tomatoes About page defines the Tomatometer as the percentage of professional critic reviews that are positive for a film or television show. A score of 60% or higher is Fresh. It is a measure of review positivity, not an average rating of how strongly critics liked a movie.

Certified Fresh: a separate designation

Certified Fresh is not another name for any Fresh score. Rotten Tomatoes says qualification includes a score of at least 75% and minimum review counts, including at least five Top Critics reviews; other minimums vary by release type. The all-time guide says every included film is Certified Fresh, so eligibility is more restrictive than simply reaching the 60% Fresh threshold.

Popcornmeter: audience ratings

The Popcornmeter reflects user ratings, not professional critic reviews. Rotten Tomatoes distinguishes Verified Ratings, for which it can verify that users bought a ticket, from an All score that can include ratings without verified viewing. The Rotten Tomatoes FAQ explains this distinction. Audience and critic scores therefore represent different groups and should not be treated as interchangeable measures.

What this ranking can—and cannot—tell you

This is Rotten Tomatoes’ own editorial ranking, not an industry-wide vote or a definitive answer to which films are objectively greatest. Its stated method blends professional review positivity and audience sentiment with sample counts, release year, eligibility thresholds, and editorial judgment. The list can be useful for discovering acclaimed films across eras, but a high placement reflects that particular method rather than a universal measure of artistic merit.

For documentary viewers, the distinction matters: a general all-time movie list includes films across genres and does not claim to rank documentaries separately. If you use it to choose what to watch, consider the film’s subject and your interests alongside its position and scores.
