Some celebrities and their representatives have reportedly arranged paparazzi sightings, but the evidence does not support a verified list of 15 people who personally called photographers. A 2022 BuzzFeed roundup discusses nine cases, and the accounts range from a reported admission to third-party allegations. The distinction matters: a staged-looking photo is not proof of who arranged it—or that it was arranged at all.
What does “calling the paparazzi” actually mean?
The phrase can describe several different things: a celebrity contacting photographers, a publicist arranging a sighting, a brand campaign producing a photo opportunity, or a photographer acting on a tip. Those scenarios are not interchangeable. Even when a sighting appears planned, that alone does not establish who initiated it.
In an August 15, 2026 feature about Mumbai, India Today reports that PR teams may call paparazzi for celebrity sightings. A Mumbai photographer identified as Vishal told the publication, “Mostly every celebrity has a dedicated PR team nowadays, which calls us for spottings.” That is an interviewee’s description, not a representative survey of the industry.
The same feature describes photographers looking for celebrities at familiar locations and following their own tips or contacts. A camera-ready appearance, therefore, cannot by itself show that a celebrity or representative called photographers in advance.

What the nine cases in the 2022 roundup show
BuzzFeed’s 2022 roundup names nine reported cases—not 15. It combines different kinds of accounts, so the cases should not be treated as nine equally verified admissions of personally contacting paparazzi.

What earlier and newer reporting adds
A photographer’s account in 2005
A June 21, 2005 CNN Showbiz Tonight transcript followed paparazzi photographer E.L. Woody. CNN’s reporter summarized Woody’s account this way: “He says the paparazzi are called when the star wants to get some publicity.” Woody also claimed a Tom Cruise and Katie Holmes sighting was staged. That remains Woody’s claim in the transcript, not an independently established finding.
The transcript quotes Woody describing how photographers waited for calls and then moved quickly. His account illustrates one reported way a photo opportunity could be arranged; it does not establish that all paparazzi sightings work that way.

A Mumbai feature in 2026
India Today’s August 15, 2026 interviews describe PR teams contacting photographers in some cases, alongside photographers pursuing their own leads. The interviewees are identified by first name or pseudonym, and their accounts should be understood as reported perspectives rather than a comprehensive industry count.

No. A photograph may look posed, or a celebrity may appear unbothered by cameras, but neither detail identifies who supplied a tip or arranged the encounter. The reporting cited here describes both planned publicity opportunities and photographers searching independently. Without a direct admission or clearly attributed reporting about a particular incident, the origin of a sighting may remain unknown.

That is why descriptions such as “reportedly arranged,” “a photographer alleged,” or “the publication reported” are more accurate than saying someone definitely called paparazzi. For the named cases, the strength and source of the claim matter as much as the celebrity’s name.
