Only a few stories behind Game of Thrones casting are accounts of an actor turning down a role; several others are auditions that went nowhere or casting changes after the pilot. Brian Cox has the clearest documented case: he says he declined Robert Baratheon because the pay was modest and the character would die early. The available accounts do not establish that 15 actors turned down offers—or that they all regret it.
What “turned down a role” means in these stories
A casting retrospective can group very different outcomes under the heading “missed out.” An actor may reject an offer, audition and fail to get the part, leave a role after filming a pilot, or be replaced during recasting. Those outcomes are not interchangeable. The accounts below distinguish what happened and retain uncertainty where the reporting does not establish a firm offer.
The clearest documented refusal
Brian Cox — Robert Baratheon
Cox says he was offered the role of Robert Baratheon, ultimately played by Mark Addy, and turned it down. In an excerpt from his memoir Putting the Rabbit in the Hat, reproduced by BBC America on January 18, 2022, he explains that the money “was not all that great” and that Robert would be killed off fairly early, reducing the potential long-term earnings if the series became a success. Cox also acknowledged in the excerpt that the show went on to be a huge success and that those involved earned substantial sums. His account supports saying he later recognized the opportunity’s scale; it does not establish that every actor in a casting retrospective regretted a decision.
Reported refusals with qualifications
Some reports describe actors declining or opting out, but the details are less conclusive than Cox’s first-person account. The distinctions matter: a reported offer is not always confirmed, and a reason attributed by a retrospective should not be presented as an actor’s verified explanation unless the account supports it.

Jennifer Ehle — Catelyn Stark
Ehle played Catelyn Stark in the original pilot, then chose not to continue in the role. The retrospective says she wanted to spend more time with her newborn. Michelle Fairley played Catelyn in the series that aired. This was a departure after pilot filming, not a straightforward refusal before production began.
Ray Stevenson — role not confirmed
A 2025 SlashFilm retrospective reports that Stevenson declined opportunities to appear in the show, including a later offer. It does not confirm the role attached to that later offer. Claims identifying it as Septon Ray are speculation, so the role should remain unspecified.
Gillian Anderson — purported Cersei offer
The same retrospective describes Anderson as having been offered Cersei Lannister. Because the account presents this as a purported offer, it is more accurate to call it a reported casting opportunity than a confirmed refusal supported by a direct statement in the material available here.

Dominic West — likely Mance Rayder offer
West is reported as likely having been offered Mance Rayder, but the offer is not established definitively. The qualification belongs with the claim: he is a possible example of a declined offer, not a confirmed one on the evidence cited.
Tom Hollander — Littlefinger
The retrospective reports that Hollander declined the role of Petyr “Littlefinger” Baelish. It attributes his reluctance to the prospect of spending years in Belfast wearing a wolf pelt. This is a reported refusal, distinct from the auditions and recastings below.
Lily Allen — disputed Yara Greyjoy anecdote
Allen has been associated with a story that she was offered Yara Greyjoy, but the account is disputed. The retrospective says Allen attributed the offer to an AMA, while her brother Alfie Allen said the story was not true. It should not be repeated as an established casting offer.

Auditions that did not lead to a part
An audition is evidence that an actor was considered, not that the actor received and rejected an offer. The following accounts describe unsuccessful auditions or competition for roles.
Elizabeth Olsen — Daenerys Targaryen
Olsen auditioned for Daenerys and said she did not receive a callback. She did not turn down the part; she was not cast.

Izzy Meikle-Small — Sansa Stark
Meikle-Small competed for Sansa Stark but did not win the role, which went to Sophie Turner. This is a casting near-miss, not a refusal.
Mahershala Ali — Xaro Xhoan Daxos
Ali auditioned for the Qartheen merchant Xaro Xhoan Daxos and was not cast. The available account does not describe an offer that he declined.
Millie Bobby Brown — Lyanna Mormont
Brown auditioned for Lyanna Mormont and was rejected. The part later went to Bella Ramsey.

Pilot casting changes and availability
Jamie Campbell Bower — Waymar Royce
Bower played Waymar Royce in the unaired original pilot but could not return for reshoots because of scheduling. This was an availability problem after he had already filmed the role, not a decision to turn down an offer.
Tamzin Merchant — Daenerys Targaryen
Merchant played Daenerys in the original pilot; the role was later recast with Emilia Clarke. George R. R. Martin described the change in a 2017 TIME interview, saying the scenes filmed with Merchant were “much more true to the books.” His account supports describing an original-pilot performance followed by recasting, not a simple refusal by Merchant.
Why the “15 turned-down roles” framing overstates the record
The 2025 retrospective supplies a roster of people connected to roles they nearly played or did not continue playing, but it combines refusals, reported offers, auditions, a pilot recasting, and a scheduling conflict. The evidence cited here does not establish 15 confirmed offers declined, nor does it establish a general pattern of regret. Cox’s memoir account is the strongest specific refusal in this group; other cases need their own labels and qualifications.
George R. R. Martin’s own rejected adaptation proposals are a separate story, not another actor casting decision. In the TIME interview, he said he had turned down earlier film proposals that would have reduced the story to Jon Snow or Daenerys alone. That decision concerned how to adapt his work, rather than an actor declining a role.
