Spoilers for all 10 episodes of season 3. Peter Sutherland and journalist Isabel expose Walcott Capital, the shadow bank at the center of a conspiracy linking terrorist financing to illicit campaign money. Jacob Monroe is killed, but his encrypted archive helps reveal the scheme. Peter’s final choice is less dramatic: he tells Mosley he needs a break.
How Peter and Isabel expose Walcott Capital
Season 3 picks up from the fallout of Peter’s earlier work involving Jacob Monroe and a stolen United Nations file. His new assignment sends him to Istanbul after a Treasury agent who fled with sensitive government information after killing his boss. The trail leads to a dark-money network and to Isabel, a journalist. Netflix’s season guide describes the investigation’s reach across Istanbul, Mexico City, New York, Washington and beyond.
Walcott Capital is the financial hub that brings the season’s political and violent threads together. Peter and Isabel expose the firm in a live interview with its owner. Time reports that Walcott financed a terrorist group and served as a financial back channel for President Hagan and the First Lady’s campaign, laundering Monroe’s illicit donation. The public interview turns the financial trail into an open political crisis rather than a secret Peter can simply carry away.
The show’s plot connects money, political power and violence: Walcott helps move illicit funds, while the terrorist group those funds support commits violence. That is an interpretation of how the story’s pieces fit together, not a separate plot revelation. Creator and showrunner Shawn Ryan describes the season’s ethical theme this way: “We live in a world where money rules and sometimes, people choose money over ethics. Our theme here is that those people are just as bad as the people committing the crimes.” Time attributes the statement to Ryan in its season 3 finale breakdown.

Does Jacob Monroe die?
Yes. President Hagan orders Adam, who has Monroe in custody, to kill him and stage the death as a suicide, according to Netflix’s finale explainer. Monroe’s death removes him from the immediate story, but it does not erase what he knew or the evidence he left behind.
What is on Monroe’s hard drive?
Monroe’s encrypted drive contains records, communications and recordings that connect Walcott, shell companies and the First Family’s scheme. The archive makes the financial arrangements legible after Monroe is gone and gives Peter and Isabel material to expose.

The drive is protected by a book cipher based on Monroe’s copy of Grimm’s Fairy Tales. Isabel and Jay solve it by recognizing the book’s connection to Isabel’s mother and her parents’ history. That personal clue reveals something about Monroe’s emotional life, but it does not absolve him of the harm he caused.
What happens to Hagan and the White House?
Time reports that the campaign-finance revelation leads to a Senate conviction and Hagan’s disgraced exit from the White House. The season presents this as the consequence of the Walcott revelations: the hidden money trail becomes a public political scandal with institutional consequences. These are fictional events in the series, not a report about a real president, Senate proceeding or administration.

What does Peter decide at the end?
In his final conversation with Mosley, Peter says he intends to take a break and seek balance after months of nonstop work for Night Action. The ending gives him a pause, not a stated permanent departure from the organization. Netflix frames the decision as difficult for Peter; its season guide also places the choice in the context of his ongoing work.
