Jason “Jelly Roll” DeFord appeared as a witness at a Senate Banking Committee hearing on January 11, 2024, and advocated for the FEND Off Fentanyl Act. The official record identifies him as an artist and philanthropist—not as a registered lobbyist. The Act later became law on April 24, 2024.
Did Jelly Roll testify before the Senate about fentanyl?
Yes. The Senate Committee on Banking, Housing, and Urban Affairs held a full-committee hearing titled “Stopping the Flow of Fentanyl: Public Awareness and Legislative Solutions” on January 11, 2024, at 10:00 a.m. in Dirksen Senate Office Building 538. Its hearing page lists Jason “Jelly Roll” DeFord as an artist and philanthropist witness and links his written testimony.
DeFord appeared alongside Patrick Yoes, National President of the Fraternal Order of Police, and Christopher J. Urben, a retired DEA special-operations official and managing director at Nardello & Co. ABC News also published video of DeFord testifying.
What fentanyl bill did Jelly Roll support?
The measure associated with DeFord’s advocacy was the FEND Off Fentanyl Act. In his opening remarks at the hearing, Senator Tim Scott thanked DeFord for mentioning the legislation at a concert the previous night: “And thank you, Jelly Roll, for the shout out on the FEND Off Fentanyl legislation last night at your concert.” That is Scott’s statement, not a quotation from DeFord. Scott’s remarks described the bill as a sanctions and anti-money-laundering measure aimed at the illicit fentanyl supply chain.

Senator Scott’s office reported that the bill passed the Senate Banking Committee unanimously on June 21, 2023. That committee action preceded the January hearing; it was not the Act’s enactment.
Did the FEND Off Fentanyl Act become law?
Yes. Congress enacted the FEND Off Fentanyl Act as Division E of Public Law 118-50 on April 24, 2024. The law’s text confirms that the measure did not remain pending after the hearing.

How is FEND different from the HALT Fentanyl Act?
They are separate statutes. FEND Off Fentanyl is the measure linked to the 2024 hearing and became law in April 2024. The HALT Fentanyl Act became Public Law 119-26 in July 2025, according to its enacted text. The later HALT law should not be substituted for FEND when describing DeFord’s appearance.

The available Senate hearing record establishes that DeFord testified as a witness and that Scott credited him with advocating for FEND at a concert. It does not establish that DeFord was formally registered as a lobbyist. “Witness,” “testified,” and “advocated for” accurately describe what the record supports.
