‘The Penguin’ Finale Recap: Oz Wins, but It Costs Him Everything

Oz wins control of Gotham’s underworld, but the finale makes his victory inseparable from the people he destroys. Here’s what Victor’s death, Sofia’s return to Arkham and Selina Kyle’s letter mean.

Spoilers for the entire finale of The Penguin. Oz Cobb wins the fight for control of Gotham’s criminal underworld, but his victory is a moral collapse, not a clean triumph. He kills Victor, his loyal young associate, while his mother Francis is left alive but incapacitated after a stroke. Sofia returns to Arkham, where a letter from her half-sister Selina Kyle offers a slim possibility of connection. The finale never reveals what the letter says.

How Oz wins the power struggle

Oz outmaneuvers Sofia and rises to the top of Gotham’s criminal world. The showrunner, Lauren LeFranc, said the series was never meant to present him as a hero. His ascent is instead the payoff to his belief that he can justify whatever he does—and a moment when, as LeFranc put it, he “embrace[s] the moniker” of The Penguin. TheWrap

LeFranc has described Oz as someone who believes the stories he tells himself. That distinction matters: his self-image is not a reliable account of his actions. The finale’s outward result is power; its human cost is the destruction of the few relationships that might have made that power meaningful.

Why Oz kills Victor

Victor has grown more capable over the season. Actor Rhenzy Feliz said Victor learns by watching Oz, becoming more proactive and better at negotiating. But Victor’s loyalty and development do not save him: Oz kills him, despite the affection between them. TVLine TIME

LeFranc said Oz sees attachment and vulnerability as liabilities that could stand between him and power. In his warped reasoning, killing Victor means cutting away someone who has witnessed his vulnerable side and cares for him. The decision is intimate as well as strategic: Oz chooses power over the person who trusted him.

Feliz described Victor’s side of their final exchange as communicating “I love you,” basically. That is the actor’s reading of the emotion beneath the scene, not a line either character says aloud. The tragedy is that Victor’s care is met by Oz’s deliberate rejection of connection.

What happens to Francis—and what the brothers’ deaths reveal

Francis survives, but a stroke leaves her incapacitated. The ending therefore gives Oz neither the uncomplicated approval he sought from his mother nor the freedom to treat their relationship as resolved.

A childhood flashback adds a darker question about Oz’s brothers, Jack and Benny. In its recap, The A.V. Club describes Francis finding Oz’s flashlight after the boys died and believing Oz had left them to drown so he could have her to himself. The critic cautions that the flashbacks are shaped by Francis’s memories, not presented as a neutral, omniscient record. The A.V. Club

That critical reading fits the finale’s portrait of Oz as a self-mythologizer, but it should remain distinct from what the present-day plot establishes. LeFranc’s broader explanation is that Oz uses illusions to justify himself and ends the season embracing his own delusion. As she told TheWrap, “Oz is embracing his own delusion.” TheWrap

Why Sofia goes back to Arkham

Sofia ends the season returned to Arkham. LeFranc said Sofia’s need to keep Oz close enough to suffer, combined with her inability to let go of her rage, helps bring about her downfall. Her fate is tragic, but the finale does not frame her story as entirely closed.

What Selina Kyle’s letter means

In Arkham, Sofia receives a letter from Selina Kyle, her half-sister. LeFranc confirmed that “they are half sisters” and said, “I did want to leave Sofia with a level of hope.” The contents of the letter are not disclosed, so its significance is the possibility of a family connection beyond the family that betrayed Sofia—not a specific promise or plan. The finale acknowledges Selina without showing her in person. LeFranc said the creative team wanted the series to stay focused on its own characters and emotional arcs rather than letting Batman, who does not appear, dominate the story. TheWrap
