There is no evidence-based universal winner between Indian cloud regions for YouTube livestream latency. A Mumbai or Delhi VM may perform better on a particular network route, but the city alone cannot tell you which one reaches YouTube’s assigned ingest endpoint more reliably. Test candidate regions using the same stream settings and current YouTube ingest details, then choose by repeatable stream health and delay—not by a generic ping result.
What “lowest latency” means for a YouTube livestream
YouTube defines stream latency as the delay between an encoder or camera capturing an event and that event appearing on a viewer’s stream. That end-to-end delay is not the same as the round-trip time (RTT, often called “ping”) between a cloud VM and some other server. It also depends on the streaming path and delivery settings.
For choosing a cloud region, the most relevant network question is how consistently that VM can send the stream to the YouTube ingest endpoint assigned to your broadcast. Even that connection test does not, by itself, measure the full capture-to-viewer delay.
Are Mumbai or Delhi faster?
Both are documented Google Cloud regions in India: Mumbai (asia-south1) and Delhi (asia-south2). Their availability establishes that they are candidates to test; it does not establish which has the lower latency to YouTube Live ingest.

Google Cloud’s Live Stream API documentation discusses location choices such as latency, cost, resiliency and co-location for that managed Google service. It is not a benchmark of YouTube Live ingest from a VM. Likewise, provider dashboards that report RTT between regions or across a provider’s own backbone measure particular paths and endpoints, not necessarily the route from your VM to YouTube.
How to compare Indian cloud regions fairly

Choose candidate locations
Start with the regions actually offered by your cloud provider and appropriate to your workload. If you are comparing Google Cloud locations in India, Mumbai and Delhi are documented candidates. Consider proximity to the source files or other services, availability, resilience and cost as well as network performance.

Get the current YouTube ingest details
In YouTube Live Control Room, obtain the stream URL and key for the test broadcast and enter them in your encoder. YouTube’s guidance directs creators to use the URL shown there; do not assume a city-specific YouTube ingest endpoint or substitute an endpoint from a different test.

Hold the test settings constant
Use the same encoder version, resolution, frame rate, bitrate, protocol and stream configuration in every region. Keep the broadcast setup and test content consistent, too. Otherwise, a difference caused by encoder load or protocol could be mistaken for a geographic effect.

Repeat at representative times
Run matched tests more than once, including at times representative of your planned broadcasts. Record connection stability, YouTube stream-health warnings, dropped frames, ingest behavior and the observed capture-to-viewer delay. One successful run is not enough to establish a dependable choice.

Choose from repeatable results
Favor the region that meets your delay needs while maintaining stable ingest and acceptable stream health across the tests. If results are close or vary, weigh availability, cost, resilience and proximity to the rest of your workload rather than treating a small or inconsistent ping difference as decisive.

Keep protocol and stream quality in the comparison
Do not compare one region using RTMP or RTMPS and another using HLS, then attribute the result to geography. YouTube says HLS has higher latency because it sends video in segments rather than as a continuous stream like RTMP; its HLS instructions also state that ultra-low-latency mode is disabled for HLS. Keep protocol fixed when comparing regions, unless your production requirement itself calls for a different protocol.
Before the test, check that the connection can sustain the encoder’s upload bitrate. YouTube recommends testing upload speed, testing the stream before an event and monitoring stream health. A region with a favorable nominal RTT is not a good choice if its upload path produces warnings or dropped frames under your actual settings.

- The endpoint may be wrong: a ping to a cloud dashboard, public host or another region does not measure the VM-to-YouTube ingest route.
- The measurement scope may be different: cloud latency dashboards can report median RTT between specified areas or provider backbone locations. Those figures describe their stated path, not an arbitrary VM’s route to YouTube.
- RTT is not livestream latency: YouTube’s latency definition runs from capture to viewer display, so network round-trip time is only one limited diagnostic.
- Routes and service catalogs can change: region availability, assigned ingest details and network performance are not permanent guarantees. Retest the real setup before relying on a regional choice.
Troubleshooting a regional comparison
- One region shows stream-health warnings: verify the URL and key, confirm that the encoder settings match the other trial, and test upload capacity. Repeat the run before blaming the region.
- Dropped frames appear: check whether the upload path sustains the selected bitrate, then repeat with the same settings in the comparison region. A single run cannot distinguish a persistent route issue from a temporary fluctuation.
- The viewer delay differs despite similar ping: ping does not measure capture-to-viewer delay. Check that protocol and encoder settings were held constant, then evaluate the delay during matched test streams.
- HLS is slower than expected: YouTube documents higher latency for HLS due to segmented delivery and says ultra-low-latency mode is disabled for HLS. Do not interpret that protocol difference as evidence that a cloud region is slower.
- Results reverse between runs: expand the test across representative times and compare stability and stream health, not just the lowest individual RTT.
