To rotate Hindi news clips in a YouTube 24/7 channel, make a rights-cleared playlist in OBS Studio with its VLC Video source, enable Loop Playlist, and send the scene to YouTube Live Control Room using your server URL and stream key. This DIY setup depends on a computer and connection staying available, and YouTube does not promise gap-free 24/7 playback. Before building the rotation, confirm that every clip and audio component is cleared for live streaming and any resulting archive.
What you need before building the rotation
- Rights-cleared video and audio: Confirm permission for live streaming each clip, music track, and any embedded broadcast material. Keep records of permitted territories, term, and live and archival uses.
- OBS Studio and VLC: OBS’s VLC Video source handles a list of local media files and loops the playlist. VLC must be installed; 64-bit OBS requires 64-bit VLC. See OBS Media Sources.
- A YouTube channel eligible to stream: YouTube’s starter guidance says the channel must be verified and have no live-streaming restrictions in the past 90 days. It states streamers must be at least 16 years old. Check the current YouTube live-stream eligibility guidance for your channel.
- A computer and internet connection that can stay on: With the local OBS method, the computer runs the playlist and encoder. A shutdown, sleep event, OBS failure, or connection loss can interrupt the feed.
This workflow uses files on your computer as the encoder’s playback playlist. It is separate from a YouTube playlist, which groups videos for viewers.
How to set up the Hindi news clips playlist rotation
1. Clear every clip for live and archived use
Do not assume that a clip available online is free to rebroadcast. YouTube says live streams are scanned for third-party content, including other live broadcasts. A match may cause a placeholder to replace the feed or the stream to be interrupted or terminated. Even licensed material may require the rights holder to add your channel to a Content ID allowlist. Review YouTube’s live-stream copyright guidance and its livestream terms, which place necessary rights and applicable regulatory compliance on the provider.
For each item, record the rights holder, permitted territory, licence term, whether live streaming and archiving are covered, and any Content ID allowlisting requirement. Remove or replace a clip when its permission expires or does not cover the countries where your stream can be viewed. The appropriate legal or broadcast permissions may depend on your location and distribution footprint; the platform guidance alone cannot determine your obligations.

2. Build the rotation in OBS
- Install OBS Studio and VLC. Match their architectures: use 64-bit VLC with 64-bit OBS.
- In OBS, choose or create the scene that will carry the broadcast. Under Sources, add a VLC Video Source.
- In the source properties, add the rights-cleared local video files to the playlist and arrange them in the intended order. Choose whether the source should shuffle or follow that order.
- Enable Loop Playlist so playback returns to the start after the final item. Decide whether playback should continue when the source is not visible in the scene; this affects how the source behaves if you switch scenes.
- Preview the scene and check the aspect ratio, picture, audio level, clip order, and transitions. Add branding or labels only when accurate and appropriate. Make sure the capture does not expose a desktop, notifications, or private information.
These controls are documented in the OBS VLC Video source guide. OBS documents playlist looping, not guaranteed seamless transitions or uninterrupted operation, so review the actual output before relying on it.
3. Create the YouTube stream and connect OBS
- Open YouTube Studio and go to Live Control Room. Create or schedule a stream, following YouTube’s encoder setup instructions.
- Copy the stream’s server URL and stream key into OBS’s streaming settings. YouTube describes the key as the value that tells the encoder where to send the feed and lets YouTube accept it. Treat it like a password: do not publish it, share it unnecessarily, or show it in a screen capture.
- Start the OBS stream and check the Live Control Room status and preview. Confirm that sound and picture arrive correctly before promoting the broadcast.
YouTube’s published guidance lists a maximum of 10 active streams per channel and three per stream key. Account eligibility, policy status, and current platform limits can affect availability, so consult the current live-stream guidance before scheduling multiple streams.

4. Test the full rotation before announcing it
Use a private or unlisted test where appropriate. Verify that the first clip starts, later files play in the intended sequence, looping or shuffle behaves as selected, audio is audible without clipping, and the stream remains live through a scene change or brief operational check. Confirm all test content is cleared too. A test can reveal problems but cannot guarantee uninterrupted 24/7 service.
Plan for restarts, clip expiry, and archives
YouTube’s encoder instructions state that streams under 12 hours are automatically archived. A 24/7 operator should therefore plan stream sessions and archive handling around that threshold rather than assume one live event will produce an indefinite archive. Decide who will monitor the stream, how a session will be restarted if needed, and how archived content will be reviewed or removed when rights change.

Before each restart, check that the playlist does not include expired or newly restricted clips. A restart that replays the list from its beginning can also repeat material viewers have already seen; arrange the files and schedule with that behavior in mind.
Keep the OBS playlist separate from a YouTube viewer playlist
The OBS VLC playlist supplies media files to the encoder. A YouTube playlist instead groups videos for viewers; it does not make the OBS feed loop. If you also create a public YouTube playlist, its title and description must not mislead, and its combined context can violate YouTube’s guidelines even if an individual item might not. Copyright permission and monetization are different checks
Permission to broadcast clips does not guarantee monetization eligibility. YouTube’s channel monetization policies describe reused content as material repurposed without significant original commentary, substantive modification, or educational or entertainment value, and say review can apply to the channel as a whole. In its July 15, 2025 update, YouTube renamed repetitious content as inauthentic content and clarified that repetitive or mass-produced content is ineligible; it said the reused-content policy did not change. A rotation made mostly of third-party news clips with little original contribution can therefore raise a monetization concern even if the clips are licensed. Commentary or editing is not a guarantee of approval. Read YouTube’s channel monetization policies.
Common problems and what to check
- A playlist item will not play: Confirm the file is accessible locally, supported by the installed VLC setup, and added to the VLC Video source. Test that item by itself, then check the playlist order.
- The last clip plays and the source stops: Reopen the source properties and verify Loop Playlist is enabled.
- Playback changes when you switch scenes: Check the VLC source’s setting for continuing playback when it is not visible. Confirm that the intended source is active in the scene being streamed.
- YouTube does not receive the feed: Recheck the selected server URL and stream key in OBS, confirm the encoder is started, and inspect the Live Control Room status. If the key may have been exposed, replace it in YouTube and update OBS.
- The stream is interrupted or replaced by a placeholder: Check for a third-party-content match and review the rights for both video and audio. Ask the rights holder about the required Content ID allowlist status; a licence by itself may not prevent an automated interruption.
- The channel cannot start a live stream: Check verification, any live-stream restrictions in the past 90 days, and the age and other eligibility conditions in YouTube’s current guidance.
- The broadcast stops while unattended: Check that the computer did not sleep or shut down, OBS is still running, and the internet connection remains available. Local OBS playback does not itself supply cloud failover or restart handling.
